Job/Pkoe/(801)777-2477 This announcement constitutes a Sources Sought
Synopsis. The following information is provided to do a Market Survey
of Industry to determine potential contractors who have the knowledge
and skills required to successfully complete this effort. This
acquisition is for the Ogden Software Development Activity (MSG/SO) to
provide continuous software engineering and technical support for
mission essential critical legacy automated data systems and system
re-engineering efforts through the year 2000. These systems include
such core logistics processes as Depot Maintenance, Asset Management,
Financial Management and Contracting Systems. Skills required by
potential contractors include software system engineering and ADA
development in an Integrated Computer Aided Software Engineering
(I-CASE) environment. Also required are skills in application
development and re-engineering legacy COBOL systems resident on IBM
MVS, Tandem Non-stop and VAX VMS hardware/software with the projected
target environment to be Oracle/UNIX. MSG/SO has recently been assessed
as a level II on the Software Engineering Institute's (SEI) Capability
Maturity Model (CMM) and is implementing processes to ensure a Level
III rating by not later than (NLT) Fiscal Year (FY) 97 and the selected
contractors shall be obliged to follow these processes where required.
Due to the large and technically diverse number of requirements that
we project will be levied upon us during this period, we intend to make
multiple awards (to two different contractors) and use an Indefinite
Delivery Indefinite Quantity (IDIQ) contractual vehicle. The government
will compete each Delivery Order (DO) requirement between the two
successful contractors. Each contractor will receive a guaranteed
minimum during the period of performance and the government reserves
the right to negotiate this guaranteed minimum at the end of the
contractual period should one of the contractors be unsuccessful in
winning a Delivery Order through competition. The intended period of
performance will be a basic year, plus four one-year option periods.
Potential offerors may identify their interest and capability to
respond to this requirement. Potential offerors should submit their
interest within 10 days after publication of this notice to
