R -- R MEDICAL RECORD ELECTRONIC SUPPORT/MAINTENANCE SOL RFP 640-63-96 DUE 041696 POC Contracting Officer, Melba Cato, (415)493-5000x4822 VA Palo Alto Health Care System is intending to negotiate a pilot contract which encompasses and integrates an electronic method as well as the established paper method of maintaining medical records and medically-related administrative records. This requirement will combine the electronic access to both computerized and computerized portions of the patient record with on-going maintenance of the paper record. Contractor's electronic solution must have the capability to interface with the Decentralized Hospital Computer Program (DHCP). This facility has approximately 129,520 records/7252 linear feet. These records are distributed among 5 separate locations. These include: Palo Alto Division, 3801 Miranda Avenue., Palo Alto, CA; Menlo Park Division, 795 Willow Road, Menlo Park, CA; Livermore Division, 4951 Arroyo Road, Livermore, CA; VA Clinic of Monterey, Engineers Lane, Seaside (Ft Ord), CA; and San Jose Outpatient Clinic, 30 Great Oaks Blvd., San Jose, CA. Contractor will be required to control the availability of records through automated tracking of requests, request priorities, chart locations, delivery destination, requesters, and reservations for subsequent requesters. Contractor will be required to provide and maintain a single, fire safe acility which is monitored for smoke and heat and is secured against unauthorized entry to protect confidentiality of all patient records 24 hours per day, 365 days per year. Contractors facility shall be within 1.5 hours drive under normal conditions from any of the named VAPA Health Care Facilities. Contract will be awarded and implemented in phases. If the first phase is determined to be successful, award of subsequent phases will be made. Solicitation will be available approximately 3/14/96.
