(901-873-5061). This is an indefinite quantity contract. We will
negotiate hourly rates for the various A/E disciplines required,
overhead, profit and other cost elements. Upon award, negotiations will
be conducted for each specific project based on the A/E effort required
and the previously negotiated rates. The work will include preparation
of plans, specifications, and cost estimates for repairs, alterations,
new construction and/or equipment installation projects with an
estimated construction cost of approximately $10,000 to $200,000, each
associated with architectural, service/structural, mechanical and
electrical engineering projects and if needed, studies and collateral
equipment lists. Each discipline must have experience in areas as
follows: The A/E shall have in-house capability to field check all
existing utilities and provide AutoCad generated drawings of each of
the following disciplines: Architectural, Civil, Electrical, and
Mechanical as layers of a station provided, AutoCad generated, general
development map(s). (ACAD/AutoCad as used above shall be that product
distributed by AutoDesk, Inc.). ARCHITECTURE-demolition, asbestos
abatement, roofing systems, building structures, interior and exterior
features and finishes, landscape design, interior design,
architectural programming, graphic presentation (including photography
and renderings) of physical planning. CIVIL/STRUCTURAL-demolition and
site preparation, industrial and sanitary wastewater collection
systems, water treatment and distribution systems, minor hazardous
waste cleanup and removal, storm drainage systems, roads, parking,
fencing, playground and associated type facilities, building cladding
and framing systems, building foundation systems, structures and
foundations for towers, platforms, catwalks, tanks, manholes, utility
support, geotechnical studies and associated work, topographic and
boundary surveys. MECHANICAL - heating, ventilation and air
conditioning systems, industrial ventilation, energy analysis, control
systems, steam and hot water boilers and converters, chilled and hot
water distribution, natural gas systems, compressed air and vacuum,
medical gas, and engine generator installations. ELECTRICAL-fire
suppression and protection systems, interior and exterior electrical
distribution systems up to 12.4 KV, interior and exterior lighting
systems, and intrusion alarm systems. As part of this contract asbestos
assessments may be required to determine the presence of asbestos. If
asbestos is found, this contract will be amended to require
comprehensive asbestos surveys to include sampling and testing, and the
preparation of plans and specifications showing the location of the
asbestos and specifying the procedure to be followed during
construction and/or demolition to prevent the release of airborne
asbestos. Firms unable to accept work which involves asbestos need not
apply. Review of contractor submittals, field inspection during
construction, and preparation of as-builts may be required. A/E
services for the above described work may be procured by Delivery Order
for a period not to exceed one year from date of contract award. The
total fee for all delivery orders in the year shall not exceed $200,000
and the fee for any single project shall not exceed $99,000. A minimum
fee of $10,000 is guaranteed. The Government may exercise a second
year option on this contract. This contract is not limited to small
business. Any inquiry concerning this synopsis should mention the

following criteria for selection listed in descending order of
importance: 1. Qualifications: Technical competence of individual
design team members to design alterations, repairs and new construction
projects. 2. Experience: Recent experience of the individuals assigned
to the design team in: a) designing similar repair, alteration and new
construction projects; b) projects involving asbestos; c) designing
projects to Navy design criteria; d) using interdisciplinary design
reviews of similar projects; e) using costly control procedures for
similar projects; and f) post construction contract award services on
similar projects. 3. Performance: Past performance/ratings on DoD
contracts. 4. Capacity: a) professional ability to perform multiple
projects concurrently and b) current volume of work. 5. Geographic
location: a) geographic location of the firm; b) knowledge of probable
site conditions that may arise; and c) knowledge of the regulatory
requirements that would affect the projects. If the firm has branch
offices in more than one city, indicate the number of personnel in each
discipline in the office that will be personnel in each discipline in
the office that will be responsible for work under this contract. A/E
firms which meet the requirements described in this announcement are
invited to submit completed SF 254 (unless already on file) and SF 255,
U.S. Government Architect-Engineer Qualification Forms, to the office
shown above. Interested firms are requested to include telefax numbers
on their SF 255 in Block 3a and the Contractor Establishment Code
(formerly the DUNS number), Commercial and Government Entity (CAGE)
Codes, if known, and Taxpayer Identification Number (TIN) in Block 3.
The DUNS, CAGE and TIN are discussed in the DoD FAR Supplement, Part
204, Subpart 204.671-5. Label the lower right corner of the envelope
with the solicitation number, 96-D-5211. Sight visits will not be
arranged during the advertisement period. All responses from
responsible sources shall be considered. Address all responses to ATTN:
Code 0107. In the case where an insufficient number of SF 255's are
received, the firms having a current SF 254 on file with this office
may be requested to submit a SF 255. This is not a request for a
