255-2900, ext. 3862. The Aeronautical Systems Center's Development
Systems Office for Common Avionics (ASC/LYA) has a requirement for
management support services to assist in integrating open systems
approaches and commercial practices and technology into military
acquisition processes. Contractors must have experience in developing
and documenting inputs in support of open systems policy formulation
and development of approaches and tools that will aid in implementing
open systems in DoD acquisitions. Interested contractors must have a
minimum of a secret clearance, cleared personnel available for
potential assignment to this effort (or show timely ability to obtain
secret clearance), and submit the following information as it pertains
to their experience in open system practices approaches and commercial
practices and technology into the military acquisition processes. 1.
Company name, address, point of contact and telephone number. 2.
Discuss company involvement in open systems, commercial standards and
commercial systems, specifically: a) What involvement does the company
have in open systems avionics standards development for commercial
markets? b) What experience does the company have in participating on
open systems forums? c) What experience does the company have in
leading development of any open system standard or specification? d)
What libraries/data bases on commercial avionics open systems standards
or airline practices and needs does the company have and is the company
a repository of open systems avionics standards for any organization or
standards body, e.g. SAE, IEEE? e) What involvement does the company
have in the Airline Maintenance Conference? f) What is the company's
experience and involvement in military/civilian avionics engineering
integration and operation? g) Discuss company sponsored and conducted
industry or government open forums. 3. Discuss company involvement in
national and international air space regulation planning specifically:
a) What is the company's experience and involvement in the evolving
national and international airspace regulation and control? b) What is
the company's involvement and experience in the Radio Technical
Commission for Aeronautics (RTCA) and the development of the Minimum
Operational Performance Standards (MOPS)? 4. What experience and
involvement does the company have in tri-service program
identification, development and management? 5. Is the company involved
in the manufacture of avionics equipment? If so, what measures are
taken to assure separation of interests? Or is the company considered
a neutral body within the avionics industry? The government does not
intend to award a contract on the basis of this request, or to
otherwise pay for the information requested. 6. The respondents shall
indicate its size status in relation to SIC Code 3728, 1000 people. No
material is available for distribution to respondents. An Ombudsman
has been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his/her concerns during the proposal development phase of
this acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
