The types of maintenance and repairs involved include, but are not limited to, painting, minor structural repairs (door, windows, screens, locksets, etc.), roofing, flooring, asphalt pavement repairs, fencing (installation or repair), masonry, plumbing, sewer-line or toilet facility repairs, electrical wiring, welding, and air conditioning. The proposed contract type is a labor-hour type of contract. The award will be based on a not-to-exceed amount (under $50,000) and the FAA will monitor the contractors actual hours expended in accomplishing the work and ensure efficient methods and effective cost controls are being utilized. The government shall furnish all materials, tools, and equipment. The solicitation will be issued o/a March 26, 1996 with a BOD o/a April 11, 1996. Period of performance is 12 months. The solicitation is unrestricted in accordance with the Small Business Competitive Demonstration Program, Title VII of the Business Development Reform Act of 1988 (P.L. 100-656). All responsible sources may submit a bid which shall be considered by the agency. TELEPHONE SOLICITATION WILL NOT BE ACCEPTED. This notice BELOW is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to 1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Programs (STLP), at prime interest rates to provide accounts receivable financing. The maximun line of credit is $500,000.
