(713) 244-9922 NASA/JSC plans to issue a Request for Offer (RFO) for
a firm fixed-price contract to convert a NASA proviced T-38 inlet
aerodynamic design into a production hardware design and subsequent
fabrication of 30 shipsets. The RFO will include the NASA T-38 inlet
aerodynamic design in electronic media using either ''SURFCAM'' or
''IDEAS.'' The proposed contract will require one ''kit-proof''
shipshet which will be flight tested by NASA. The contract will also
require the perspective contractor to install the first two shipsets
and to simulaneously provide installation training to NASA designated
maintenance personnel. Complete, final installation drawings shall be
required as a deliverable. The proposed contract will also contain firm
fixed priced options for additional shipsets to be utilized as spare
parts or the modification of additional NASA T-38 aircraft. Completion
of the design will require a thorough understanding of the basic
aircraft's air flow characteristics as well as the characteristics of
the new production inlet design using computational fluid dynamics
modeling techniques. A thorough stress analysis of all affected
aircraft structure using loads generated because of the new production
inlet design will also be required for all regions of the T-38
aircraft's flight envelope. Detailed installation instructions in a
format similar to a USAF Time Compliance Technical Order will be
required for delivery with the first article. Weight, producibility,
durability, reliability, maintainability, cost of fabrication, and cost
of installation of the production design are critical elements of this
effort. Note: Installation of the hardware (except for the two
shipsets described above) will be accomplished under a separate
contract, not part of this RFO. Note FSC code is 15 vice 16 as
previously set forth in the ''Sources Sought Synopsis.'' This
procurement is being conducted under the NASA/JSC MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy on April
16, 1993 All responsible sources may submit an offer which shall be
considered by the agency. Ombudsman An ombudsman has been appointed to
hear concerns from offers and potential offerors during the preaward
and postaward phases of this acquisition. The purpose of the ombudsman
is not to diminish the authority of the contracting officer, the
Source Evaluation Board, or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the ajudication of formal contract disputes. Interested

resolved at the installation may be referred to the NASA ombudsman, Tom
