Officer: GP24-L/Jane Maples NASA/MSFC plans to issue a Request for
Quotation (RFQ) for a Portable Telemetry Station -- NASA/MSFC intends
to purchase from Terametrix Systems the following items: Item 1: Model
420/AIGB/K1, Quantity: 1 ea., Portable Telemetry Station (maximum size
8.0''H x 13.0''W x 17.0''D and maximum weight 25 pounds) includes the
following: a) PB/103 PCM converter card, b) E/Net ethernet card, c) 1
GB SCSI hard disk drive (fixed); NOTE: Items 1a, 1b, and 1c are
installed in the portable telemetry station and specifications are
listed below -- Item 2: SFT/510 software maintenance agreement for item
1, Quantity: 1 Year, -- The specifications are as follows: As a minimum
the portable telemetry station shall be a portable ruggedized 486/66
Mhz instrumentation controller with a fixed 1 gigabyte (GB) small
computer system interface (SCSI) hard disk drive and controller, a
removable 1 GB SCSI hard disk drive and controller, (1) 3.5'' floppy
disk drive, a 10'' internal TFT active color monitor with the
capability to run an external monitor, (2) RS-232 serial ports, (1)
parallel printer interface, 16 megabyte (MB) random access memory(RAM),
AC/DC autoswitching power supply, attached mini-keyboard and a
detachable tracker ball -- The internal hard disk drive shall be
partitioned into one partition and the drive shall be designated drive
C -- The removable hard disk drive shall be partitioned into one
partition and the drive shall be designated drive D -- The decommutator
section of the portable telemetry station shall meet the following
requirements: Minor Frame Sync Length: 16 to 64 bits; Minor Frame
Length: 131,072 bit maximum; Number of Frames per Major Frame: maximum
of 4096; Input Data and Clock Rates: maximum of 24 million bits per
second; Bit Slip: programmable to one 16 bit word length; Bit Order:
MSB or LSB selectable on a word by word basis; Programmable Check
Dwell: 1 to 7 from Lock to Search, Search to Lock; Data and Clock
Inputs: Single Ended (50 or 10 Kohms) or Differential; and Word
Lengths: Fixed or Variable -- The bit synchronizer section of the
portable telemetry station shall meet the following requirements:
Number of Input Channels: 4, software selectable; Input Signal
Requirements: Amplitude 0.1 to 20v peak, offset +/- 10v; Input
Impedance: 10 Kohm/ 50 ohm, software selectable; Bit Rate: 100 bps to
15 million bits per second; Noise Performance: within 1 dB of
theoretical; Resolution: +/- 8%; PCM Input Codes: NRZ-L/M/S,
BiPhase-L/M/S, DM-M/S, RZ, RNRZ-11/13/15/17; PCM Output Codes:
NRZ-L/M/S, BiPhase-L/M/S, DM-M/S, RZ, RNRZ-11/13/15/17; and Outputs:
NRZ-L, PCM Out, 0 Clock, 90 Clock (normal and inverted), Differential
and TTL -- The time code reader section of the portable telemetry
station shall meet the following requirements: Input Requirements: 0.3
- 10v peak; IRIG Formats: IRIG A, B, and G; Input Code Direction:
Forward to Reverse (automatic detection); Resolution: Equal to carrier,
100 Khz for generator mode; and Output: Binary Coded Decimal -- The
simulator section of the portable telemetry station shall meet the
following requirements: Word Length: 4 to 64 Bits (variable word by
word); Words per Frame: up to 32,768 words per frame; Frame per Major
Frame: up to 4096; Bit Rate: 100 bps to 15 Mbps; Output Voltage: 5V TTL
driven at 50 ohms; and PCM Codes: All IRIG 106-93 Codes -- The portable
telemetry station shall have software that operates with all aspects of
the station -- The maintenance agreement shall allow consultations and
upgrades -- The portable telemetry station shall be delivered with a
carrying/shipping case -- All manuals concerning all operating aspects
of the portable telemetry station shall be delivered -- This
procurement is being conducted under the Simplified Acquisition
Threshold (SAT) portion of the Federal Acquisition Streamlining Act
(FASA) -- Note: This procurement is sole-source based on proprietary
specifications -- Interested firms have until March 29, 1996 to submit
in writing their qualifications/capabilities in the critical areas
mentioned above -- Such qualifications/capabilities will be used solely
for the purpose of determining whether or not to conduct this
procurement on a competitive basis -- Responses received after March
29, 1996 or without the required information will be considered
nonresponsive to the synopsis and will not be considered -- A
determination by the Government not to compete this proposed contract,
on a full and open competitive basis, based upon responses to this
notice, is solely within the discretion of the Government -- See
Numbered Note 22 -- Oral communications are not acceptable in response
to this notice -- Responses must be submitted in writing --
