SATELLITE COMMUNICATIONS SHIPBOARD ANTENNAS SOL N\A POC Karen Erickson,
02-33, 703-602-0619. Synopsis No. 32. The Space and Naval Warfare
Systems Command (SPAWAR) seeks sources for and is planning to acquire
non-developmental item (NDI) shipboard SHF SATCOM antennas for
operation with existing AN/WSC-6(V) SHF SATCOM terminals. The antennas
must be capable of operation with, or in replacement of, existing
AN/WSC-6(V) seven foot antennas manufactured by Electrospace, Inc. of
Richardson, TX. The potential exists for at least 20 antennas to be
procured over five years under the intended competitive, firm fixed
price contract. The Standard Industrial Classification (SIC) is 3663.
Draft pre-solicitation technical information (specification, statement
of work, contract data deliverable requirements, contract line items)
should be posted to the SPAWAR BBS commencing on or about 1 April
1996. Written comments will be required within two weeks of the date
that the draft technical information is first posted to the SPAWAR BBS.
Additional information will be made available via a Government reading
room, the opportunity to visit and inspect an existing AN/WSC-6(V)
terminal in San Diego, CA, and a Government briefing prior to RFP
release. Further details, when firm, on the reading room and dates for
the terminal visit and pre-RFP briefing will be placed on the SPAWAR
BBS. SPAWAR expects to issue the formal RFP in June 1996, with
proposals due 30 days after RFP release. SPAWAR intends to require each
proposal to consist of a relatively small written page count, coupled
with a subsequent oral presentation. Further details will be placed on
the SPAWAR BBS subsequent to 1 April 1996. Contract award is targeted
for the quarter ending 31 December 1996. First deliveries of antennas
are desired prior to 30 September 1997. Since Small Business (SB),
Small Disadvantaged Business (SDB), and 8(a) firms are a major concern
of SPAWAR, all respondents should indicate their status as a SB, SDB,
or 8(a), or the extent to which they could include SB/SDB or 8(a) as
a significant part of a resultant procurement. SPAWAR intends to use
its electronic bulletin board system (BBS) for pre-solicitation
information and for the issuance of any resultant request for proposals
(RFP). Interested firms may download information concerning the
AN/WSC-6(V) seven foot antennas from the SPAWAR Bulletin Board
commencing on or about 1 April 1996. The SPAWAR electronic bulletin
board may be accessed from personal computers (PC) or Macintosh (MAC)
computers by calling (703)602-9494. The Bulletin Board operates at
14,400 baud with a setting of 8:N:1. The file will be in either MS Word
6.0 format or WordPerfect 6.0 format. The file will be compressed by a
shareware program, PKZ204G.EXE. The file will be on the Draft File
Library. To download this file, the prospective offeror will need, at
a minimum, a PC or a MAC with modem support software that supports
VT100 or ANSI standard, a modem that operates between 300 bps - 14.4K
bps and a minimum of 1.5 Mb free disk space. All offerors are
encouraged to provide answers to an optional questionnaire concerning
electronic contracting. The bulletin board will be available 24 hours
a day, seven days a week. However, as demand of the bulletin board may
be heavy at times, it may be necessary to call repeatedly or during
non-business hours. If any assistance is needed regarding use of the

who would like a copy of the AN/WSC-6(V)6 seven foot antenna
information and do not have access to a modem may bring a high density,
3.5 inch disk to the Contractor Liaison Branch, Space and Naval Warfare
Systems Command, 2451 Crystal Drive, Arlington, VA 22245-5200, Room
201, between the hours of 7:30 am and 4:00 pm Mon- Fri. Interested
firms are invited to submit their responses to the sources sought in
writing to the Space and Naval Warfare Systems Command, Attn: Karen
Erickson, Code 02-33C, 2451 Crystal Drive, Arlington, VA 22245-5200 by
15 April 1996. Respondents should submit two (2) copies of their
qualification packages. Responses should include brochures, drawings,
and other substantive information demonstrating the contractor's
ability to provide the aforementioned requirements. In addition,
responses should include the following information on the system or
model, a brief system overview, a functional diagram, estimated
production lead time in weeks after receipt of order and just-in-time
sparing requirement. Please do not upload comments to the SPAWAR
bulletin board. Proprietary data submitted in response to this synopsis
will be protected when clearly identified as such. This is not a
request for proposals nor does the Government intend to pay for any
information solicited. The information received under this announcement
will not be used to qualify any source. It is for planning purposes
only. Responses must refer to this synopsis on both mailing envelopes
