sources are being sought for the design, development, integration, and
test of three (3) Joint Airborne Signal Intelligence (SIGINT) System
(JASS) High Band Subsystem (HBSS) Demonstration Units, a segment of the
JASS Advanced Technology Transfer Demonstration (ATTD) Program. The
objective of this effort is to develop and demonstrate a new SIGINT
architecture applicable to the Air Force RC-135, the Army ARL, and Navy
EP-3 to meet the joint service operational requirements. Estimated
value of this competitive development effort is approximately $55
million with a sole source follow-on production contract award to the
successful developer. TS/SI/TK clearances and facilities will be
required to participate in this acquisition. Air Force acquisition
reform initiatives will be used for this prospective procurement.
(Government RFP will include a Statement of Objectives (SOO)--bidders
will include a Statement of Work and an Integrated Management Plan
(IMP) with their proposal.) A Technology Insertion Conference will be
conducted from 8 May 96 to 9 May 96, 0800 to 1630, at Wright-Patterson
AFB OH, Area B, Bldg 557, Conference Room 105. The Joint Airborne
SIGINT Program Office (JASPO) will brief the HBSS SOO and draft
requirements. The government laboratories will be provided an
opportunity to present briefings/demonstrations of products they
believe are ready for transition to the HBSS development effort.
Bidders will determine the applicability of incorporating any of this
technology into their design solutions. The JASPO will act as a
facilitator during this conference and allow the laboratories and
potential bidders the freedom to continue dialogues indefinitely. To
attend the conference, it is required that all attendees have their
local area Special Security Officer (SSO) provide their TS/SI/TK
clearance to the ASC SSO by 15 Apr 96. The message address is SSO

with a final release in Aug 96 and contract award in Jan 97.
Contractors desiring to be included in a bidders list for this effort

(2) a point of contact, (3) unclassified and classified mailing
addresses, (4) phone and fax number, (5) identification of interest as
prime or subcontractor, (6) designation as small or large business,
(7) Contractor and Government Entity (CAGE) code, and (8) desire to
receive bidders list and/or draft/formal RFP. Unclassified information
pertaining to this program can be accessed beginning 18 Mar 96 through
Aeronautical Systems Centers (ASC) Pre-award Information Exchange

acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
