COUTCH (601) 631-5451 (Site Code CW38) Furnish management,
administration, personnel, parts and services to operate and maintain
a Government-owned Gulfstream G159 (G-1) aircraft and hangar facility.
The aircraft will be operated in accordance with Part 91 of the
Federal Aviation Regulations. The Contractor is required to have a
current Repair Station Certificate issued by FAA with an Air Frame
Rating applicable to the Model G159. Hangar facility includes office,
shop, parts room, restrooms, ground support equipment and surrounding
grounds. The Base Year period of performance will be on or about 01
July 1996 through 30 June 1997. If approved, four (4) option years may
be included in the resulting solicitation prior to negotiations. The
evaluation process for this procurement will be composed of two (2)
phases. Phase I: Initially, all responsive offeror's proposals will be
evaluated based on criteria set forth below. A competitive range will
be established based upon the ranking of all responsive offeror's
proposals. Negotiations may be conducted with all offers in the
competitive range and revised proposal requested from those offerors.
Phase I criteria in relative order of importance: A. Technical: (1)
Personnel Qualifications, (2) Proposed Method of Operation, (3)
Proposed Method of Routine Maintenance, (4) Proposed Method for
Non-Scheduled Maintenance, (5) Proposed Method for Major Maintenance,
(6) Proposed Housekeeping Plan for Aircraft and Hangar, (7) Training,
(8) Safety. B. Experience: (1) Key Corporate Personnel Involved in
Contracts, (2) Type of Work Generally Performed by Prime, (3)
Specialized Work Experience, (4) Background of Prime Contractor's
Business, (5) Length of Time in Business (Prime), (6) Experience with
U.S. Government Contracts, (7) Experience with Corps of Engineer
Contracts, (8) Certifications of Company's Operation of Class & Type
Aircraft. Phase II: Firms in the competitive range will be reevaluated
based on Phase I criteria A and B. In both phases, cost proposals will
not be scored, but will be evaluated for reasonableness by cost/price
analysis. This is not a Request for Proposals. Issue date on or about
