Contractor to utilize most cost effective class of service available through USPS. Contractor pick up times will be twice daily and with 24 hour notice, may require pick up and processing mail Saturday, Sunday and Federal Holidays. Contract will be required to follow strict Customer Control Record requirements and will assume responsibility for the care and control of mail picked up from time of receipt to time of delivery to USPS. Contractor contingency plan will be required in the event of mail equipment or motor vehicle malfunctions/breakdowns. Due to an unrelated VA contract, these services may decrease substantially in quantity of services currently needed. Solicitation document will include anticipated effect.
