66 -- INSTRUMENTS AND LABORATORY EQUIPMENT SOL N00014-96-R-WJ05 POC Jamie Whitt, Contract Specialist, Code 3240.WJ, F. Janilea Bays, Contracting Officer, (202) 767-1182. The Naval Research Laboratory (NRL) has a requirement to develop a high level of radio frequency (RF) isolation between the receive and transmit antennas of a rotary-winged, tethered airborne vehicle (for ship defense) currently under development. The antennas will operate in the H, I and J frequency bands. The contractor shall provide engineering and RF test and measurement services to develop the high level of RF isolation required between the vehicle's receive and transmit antennas. The services shall include: (1) making isolation and antenna measurements, (2) identifying, procuring and applying Radar Absorbent Material (RAM) and Radar Absorbent Structures (RAS) to the airborne vehicle, and, (3) recommending, performing and testing physical modifications to the airborne vehicle. The government will provide as Government- Furnished Equipment (GFE) one (1) vehicle isolation model, two (2) antennas and a portion of the tether cable, which the contractor shall use in accomplishing the work. Isolation data collected by the government will also be provided as GFE. The contractor will be required to deliver the airborne vehicle and antennas, as modified, along with monthly progress reports and a final report detailing accomplishments made and providing recommendations for future improvements. Under option 1, the contractor shall modify one (1) additional airborne vehicle, to be provided as GFE, based upon the modifications performed under the basic award. Under option 2, the contractor shall modify two (2) additional airborne vehicles, to be provided as GFE, based upon the modifications performed under the basic award. The contractor shall provide adequate facilities and qualified personnel to perform the work. The contractor must possess a SECRET facility clearance and all personnel involved with the work must possess a SECRET security clearance. A detailed Statement of Work will be issued with the solicitation. The period of performance for the basic award is nine (9) months. The period of performance for option 1 is sixty (60) days. The period of performance for option 2 is sixty (60) days. Telephone requests for this solicitation will not be honored.
