The Naval Research Laboratory has a requirement for Research and Development support of airborne sensor systems that will involve operational requirements analysis for advance Navy EO sensors, technical assessments of current state-of-the-art imaging sensor candidates, research on advanced IRFPA- based imaging sensor concepts, development of image based IRFPA/sensor simulation workstation, models, and algorithms, advanced sensor trade studies, and development of specifications for IRFPA- based sensors to meet mission and functional requirements for advanced Navy EO/IR sensors. The contractor's personnel must have a SECRET clearance to do the above stated work. The period of performance is four(4) years. The approximate number of labor hours required is 68,000 or 34 person years effort divided over four years. Offerors are advised that a conventional solicitation will not be issued as the solicitation will appear in a subsequent edition of the CBD utilizing the Research & Development Streamlined Solicitation (RDSS) procedures. Offerors must provide an address to receive any supplemental package. All responsible sources may submit a proposal that will be considered by NRL. This requirement is a 100% set-aside for small business (SB) concerns. If adequate interest is not received from SB concerns, the solicitation will then be issued as open to all business concerns.
