The Federal Highway Administration has a requirement for non-personal support services for several laboratories and testing facilities at the Turner-Fairbank Highway Research Center in McLean, VA. The facilities include the following: Chemistry Laboratory, Concrete Laboratory, Bituminous Mixtures Laboratory, Pavement Surface Analysis Laboratory, Petrographic Laboratory, Pavement Isothermal Testing System Facility, TPI Test Road Facility, Non-Destructive Evaluation Laboratory, and the Structures Laboratory. The contractor shall provide qualified chemists, engineers, technicians, and other specified personnel to operate and maintain the facilities, and to complete specified technical tasks. This requirement is set aside for competition limited to small and disadvantaged business pursuant to Section 8(a)(1) of the Small Business Act (15 U.S.C. 637 (a)(1), as determined by the U.S. Small Business Administration.
