CONS/LGCX intends to procure on a competitive basis a Time and
Materials Indefinite-Delivery, Indefinite Quantity (IDIQ) type contract
with a one year period of performance plus 4 one-year options to
provide Air Force modeling, simulation, and analysis services to
support HQ USAF/XOME. These services will provide technical support,
coordination, engineering, and development tasks to assist Air Force
policy, doctrine, training, campaign planning, education, force
structure analysis, combat effectiveness analysis, applications of
current technology, and advanced technology testbeds and experiments
that are related to modeling, simulation, and analysis. The contractor
will have to perform demanding technical tasks of both an operational
and a research and development nature. The acquisition is being
offered as a total small business set aside limited to small businesses
as defined in Standard Industrial Code 7371, Computer Programming
Services, ($18M). The Air Force is involved in modeling, simulation,
and analysis projects that impact all combat and support elements, all
levels of command, force structure, modernization, and warfighting
readiness. The contractor will provide the Air Force with the ability
to integrate and facilitate technically complex operations and projects
with its sister Services, with Unified Commanders, with the Office of
the Secretary of Defense, and with US allies. the contractor will
occasionally be required to perform limited quick reaction or
development tasks to solve operational problems or demonstrate the
feasibility of a new concept. Contractor personnel must have a TOP
SECRET clearance or the ability to obtain one. Contractor facilities
