Base, Building 50, 400 Russell Ave., New Orleans, LA 70143-5000 C -- INDEFINITE QUANTITY FOR VARIOUS ARCHITECTURAL, STRUCTURAL,
MECHANICAL AND ELECTRICAL SERVICES, NAVAL AIR STATION, JOINT RESERVE
BASE, NEW ORLEANS, LOUISIANA Sol N62467-96-R-6671, point of contact is
Mary Ann Singleton (504) 678-3278. The work is for all types of new
and existing facilities and includes: project planning and development,
preparation of plans (in Autocad release 12 or higher, or Intergraph
Micro Station 5.0 compatible format), specifications using SPECINTACT
System, and cost estimates using R.S. Means or an Engineering cost
estimating standard approved by the Contracting Officer. The following
services may also be required: study-design packages, design-build
packages, collateral equipment lists, bill of material lists, project
preliminary hazard analysis, obtaining permits and regulatory
approvals, comprehensive interior design, review of contractor's
submittal, field consultation and inspection during construction, Title
II Inspection, Operation & Maintenance Support Information (OMSI), and
as-built drawing preparation. This work may involve dealing with the
demolition or removal of asbestos, lead, or other hazardous material.
The A-E may be required to provide a design and specification that will
support the removal and disposal of hazardous materials in accordance
with applicable laws and regulations. Firms must be able to accept work
which involves asbestos, lead and hazardous materials. Projects
assigned to this contract could include any of the following:
Architecture-demolition, asbestos abatement, roofing systems, building
structures, interior and exterior features and finishes, landscape
design, interior design, architectural programming, comprehensive
master planning with project documentation, graphic presentation
(including photography and renderings) of physical planning.
Civil/Structural-demolition and site preparation, industrial and
sanitary wastewater collection systems, water treatment and
distribution systems, minor hazardous waste cleanup and removal, storm
drainage systems, roads, parking, fencing, playground, and associated
type facilities, building cladding and framing systems, building
foundation systems, structures and foundations for towers, platforms,
catwalks, tanks, man holes, and utility support. Geotechnical studies
and associated work, topographic and boundary surveys.
Mechanical-heating, ventilation, and air conditioning systems,
industrial ventilation, energy analysis, control systems, steam and hot
water boilers and converters, chilled and hot water distribution,
compressed air and vacuum medical gas, and engine generator
installations. Electrical-fire suppression and protection systems,
interior and exterior electrical distribution systems up to 26.4 KV,
interior and exterior lighting systems, and intrusion alarm systems.
Contract is for one year (approximately $200,000) with a one (1) year
option period. The maximum contract value shall not exceed $400,000. A
minimum fee of $10,000 is guaranteed for the first year. This
guaranteed fee is a recordable obligation at the time of award and as
such shall be fully funded. Total value of orders placed the first year
serves as the minimum fee for the option period. No one delivery order
will exceed $50,000. The following criteria for selection listed in
descending order of importance: 1. Professional Qualifications:
Technical competence by discipline (education, registration and
experience) of individual design team members to design alterations,
repairs, and new construction projects. 2. Experience: Recent
experience of the individuals assigned to the design team in a)
designing similar repair, alteration and new construction projects, b)
projects involving hazardous material, c) designing projects to Navy
design criteria, d) using interdisciplinary design reviews of similar
projects, e) using cost control procedures for similar projects, f)
post-construction contract award services on similar projects to ensure
design and construction quality. 3. Performance: past performance
ratings by government agencies and private industry with respect to
work quality, performance, compliance with schedules and cost control.
4. Capacity: a) professional ability to perform multiple projects
concurrently, b) ability to sustain the loss of key personnel while
accomplishing work within required time limits. 5. Location: a)
Geographic location of the firm, b) knowledge of probable site
conditions that may arise, c) knowledge of the regulatory requirements
that would affect the projects, and d) ability of the firm to ensure
timely response to requests for on-site support. 6. Volume of DOD Work:
Firms will be evaluated in terms of work previously awarded to the firm
by DOD within the past twelve months with the objective of effecting an
equitable distribution of contracts among qualified A-E firms including
small and small disadvantaged business firms and firms that have not
had prior DOD A-E contracts. 7. Joint Venture, Teaming or Subcontractor
Utilization: Firms will be evaluated on the extent to which they commit
to using Small Businesses, Small Disadvantaged Businesses, Historically
Black Colleges and Universities or Minority Institutions in performance
of the contract, whether as a joint venture, teaming arrangement, or
consultant. If the successful firm is a Large Business, they will be
asked to provide a formal subcontracting plan in accordance with FAR
52.219-9, Small Business and Small Disadvantaged Business
Subcontracting Plan, prior to award. In order to assist the reviewing
committee to more efficiently review all applications, a separate
experience summary is requested in addition to the SF 255. Summarize in
descending order of importance, not more than three of your most
relevant projects of the type projects required under the experience
category. 1. For each of the presented projects, give the following
information where applicable: a) list the team members that worked on
the project; b) an owner point of contact with telephone number; c) in
bar chart format, show the original submission schedule, owner
approved time extensions, and the final execution schedule. 2.
Summarize your proposed team in tabular form with the following data:
a) firm name; b) individual name; c) if the individual is with a
consultant firm, then state your work history with the individual and
consultant firm; d) office assigned to (home or branch office); e)
professional registration and state; f) assigned team responsibility;
g) years with the current firm, years with other firms; h) percent of
time committed to this team. 3. List the number of individuals in each
discipline not assigned to the proposed team that could be used to
augment the proposed team in the event of loss of personnel or failure
to maintain schedules. For consideration, provide one submittal
package including an original SF 255 and 254s for each consultant firm
proposed. The SF 255 with attachment shall be limited to 25 page (one
side only), print not smaller than 12 pitch font. The submittal
package must be received in this office not later than 30 days from
publication 4:00 pm central time. Submittals received after this date
and time will not be considered. If additional firms are needed for
consideration, we will refer to SF 254's already on file. Interested
firms are requested to include telefax numbers on their SF-254 and
SF-255 in Block 3a and the Contractor Establishment Code (formerly the
DUNS number), Commercial and Government Entity (CAGE) Codes, if known,
and Taxpayer Identification Number (TIN) in Block 3. The DUNS, CAGE and
TIN and discussed in the DOD FAR Supplement, Part 204 Subpart
204.671-5. Label the lower right corner of the outside envelope with
the applicable solicitation number, N62467-96-R-6671. This is not a
request for proposal. Site visits will not be arranged during the
