Specialist, HAM-40E, (202) 366-4250. INTENT. This project is for
construction architectural engineering services for Stages 3 and 4 of
a 4-stage renovation of the FHWA Turner Fairbank Highway Research
Center's, Fairbank Building in McLean, Va. This building houses offices
and laboratories (asphalt, concrete, chemistry, paint and soils) for
conducting highway research. PROJECT DESCRIPTION. Renovation Stages 1
and 2 have been completed. Construction plans for Stage 3 have been
prepared and plans for Stage 4 are in preparation under separate
contract. It is anticipated that the Stage 3 construction contract will
be awarded in mid 1996. Stage 4 construction is planned for early 1997.
The objective of this effort is to provide daily onsite construction
and architectural engineering services for renovation Stages 3 and 4 to
include inspection of the on-going construction, review of construction
contract submittal, review of change requests, participation in meeting
with the construction contractor and providing assistance to FHWA in
final inspection and acceptance of the construction work. ESTIMATED
COST. The total estimated cost range for renovation stages 3 and 4 is
between $1 to $5 million dollars. DURATION. This project duration is
expected to be 24 months. SPECIAL TERMS. Qualified professional
personnel may be needed as necessary in the following key disciplines:
project management, architecture, structural, mechanical, electrical,
fire protection, environmental, hazardous materials, cost estimation,
asbestos removal. Registered professionals are required in the
following disciplines: architecture, structural, mechanical,
electrical, fire protection, civil engineering, and asbestos removal.
SELECTION CRITERIA. Listed in order of descending importance:
professional qualifications of the project manager and other proposed
key staff, specialized experience, organization's capacity, past
performance, location in the general geographic area of the project and
knowledge of the locality of the project. SUBMISSION REQUIREMENTS: See
Note 24 for general submission requirements. Interested
Architect-Engineering firms having capabilities to perform this work
are invited to submit an original and three copies of a completed
package to the office shown above. The package consists of: (a)one
completed SF-255 (11/92 edition), Architect-Engineering and Related
Services Questionnaire for Specific Project, for themselves, and (b)
one completed SF-254 (11/92 edition) for themselves and one for each of
their subcontractors. Specific to the SF-255: ensure that CBD
publication date and the solicitation number from this CBD notice are
provided in blocks 2a and 2b respectfully, in block 3, include the
prime's TIN (taxpayers identification number), in block 3a provide a
facsimile number and E-mail address (if applicable), in block 7,
provide resumes for all key team members, whether with the prime firm
or a subcontractor, listing specific project experience for key team
members and indicating the team member's role on each listed project
(project manager, architect, ect), in block 10, provide (1) an
organization chart for the proposed team, (2) briefly address
management approach including team organization, coordination of
in-house staff and subcontractors, prior experience of the prime and
any significant subcontractors on similar projects, (3) the names and
telephone numbers of clients as references on the three most recent
projects similar to this effort, and (4) address classification of the
prime as a small business, small disadvantaged business, or
woman-owned business (see below). All information must be included on
the SF-255 (cover letter and other attachments will not be considered
in the evaluation process). Responses must be received by 4:15 (local
time) on the 30th calendar day following publication of this CBD notice
(if the 30th day is a Saturday, Sunday or Federal Holiday, the response
will be due the first federal workday thereafter) IN ROOM 4410 at the
address listed above to be considered for selection. Personal
interviews may not be scheduled prior to selection of the most highly
qualified response. Telegraphic or facsimile responses will not be
accepted. Failure to comply with the above instructions will render a
response unacceptable. Woman-owned and Minority-owned firms are
encouraged to participate. This is a 100% Small Business Set-Aside
under SIC Code 8712 with a Small Business Size Standard not-to-exceed
$2.5 million in average annual receipts for the preceding three fiscal
years for the prime including its affiliates. The prime should
indicate in SF-255 block 10 that it is a small business concern as
defined in the FAR. No other notification to firms under consideration
for this project will be made and no further action is required.
Solicitation packages are not provided for A-E contracts. This is not
a request for proposals. All responsible sources may submit the
required SF-255 and SF-254 which shall be considered by the agency. See
