A MacLeod, Contracing Officer, (407) 494-9517. The 45th Space Wing
intends to acquire on a sole source basis from ENSCO, Inc. Performance,
Evaluation, Test and Simulation (PET&S) services for the 45th Space
Wing range instrumentation systems. Range instrumentation systems are
the combination of software and hardware required to perform the 45 SW
mission (i.e. optics, telemetry, radar, Range Safety Display, etc).
The contractor shall participate in test and evaluation, and conduct
independent test and evaluation of specific range instrumentation
systems and networks. This work will consist of appropriate reviews,
studies, evaluations, and analyses, participation in test and
evaluation lead by another organization, test design and execution,
simulation of test vehicle and range instrumentation system measurement
streams, formats and volumes, analytical prototypes of range
instrumentation systems configuration, analysis of range
instrumentation systems support for Test and Evaluation Master Plans
(TEMPS), anomaly reporting, providing engineering analysis to support
range instrumentation system certification, and training. The purpose
of this effort is to develop the highest degree of confidence in the
range instrumentation systems developed or modified for use at 45 SW in
supporting launch operations. This confidence must be established by
utilizing a group independent of the developer. The PET&S effort
requires application of knowledge of missile flight safety systems,
airborne vehicle systems (particularly navigation and telemetry
systems), test range instrumentation and communication, and geophysical
and meteorological phenomena. The primary deliverables consist of test
support analyses, technical reports and data deliverables. The
applicable SIC code is 3769 and Small Business size standard is 1,000
employees. The Air Force intends to issue a modification to ENSCO, the
incumbent contractor, that extends the current PET&S contract in the
interim by six (6) months starting 1 Apr 96. This extension
modification will consist of one three-month basic period of
performance and three one-month options. The authority for awarding
this sole source modification will be FAR 6.302-1, ''Only one
responsible source and no other supplies or services will satisfy
agency requirements.'' Interested parties are requested to provide a
statement of capability that demonstrate their ability to perform this
work. This information must be provided no later than 15 days after
publication of this synopsis. A statement such as ''can provide'' is
not adequate. The Air Force will not pay or otherwise reimburse
