Warfare Center Detachment New London intends to acquire commercial
diving services to support its Towed and Deployed Sensors Division when
it is installing, upgrading, troubleshooting, repairing, and replacing
outboard towed array and andling systems. The contractor shall conduct
all diving operations, and provide personnel qualified to perform all
diving support operations, in compliance with 29 CFR C. XVII
Occupational Safety and Health Standards, Subpart T--Commercial Diving
Operations, Sections 1910.401 to 441; and the U.S. Navy Diving Manual
NAVSEA 0994-LP-001-9010( ). The contractor shall be able to field a
team of 6 divers within 15 days after contract award, and field three
teams within 60 days after contract award. Divers shall have logged a
total of 50 hours in narrow enclosures such as submarine ballast tanks
using both surface-supplied and SCUBA diving equipment. Work on towed
array and handling systems is preferred; work on similar systems is
required. Technical proposals addressing past performance, personnel,
management approach, and facilities are required for a greatest value
determination. Companies shall be able to mobilize a team of 6 divers
with surface-supplied and/or SCUBA equipment within 24 hours to support
CONUS operations, and within 48 hours to support overseas operations;
and be able to support 3 concurrent operations at 3 separate locations.
An Indefinite Delivery (Indefinite Quantity) type contract with Time
and Material Provisions for a 2- year period of performance is planned.
The total estimated level of effort is 31,240 manhours for the first
year and 25,200 manhours for the second year. SIC Code is 7389; size
standard is $5.0M. This acquisition is unrestricted (i.e., not
