Kesling The objective of this procurement is to provide specialized technical and managerial services to the Department of Energy's Office of Environmental Management (EM) Focus Areas and crosscutting technology programs in planning, designing, executing, evaluating, and reporting on science and technology programs related to environmental restoration, waste management, and facility decontamination and decommissioning activities, and site operations. These focus areas are: soil and groundwater remediation (formerly two separate focus areas, Plumes and Landfills); Mixed Waste Characterization, Treatment, and Disposal; High-Level Waste Tank Remediation; and Decontamination and Decommissioning. The crosscutting technology programs are: characterization monitoring and sensors, efficient separation, robotics, and industry programs. A draft solicitation and information package which contains several documents which describe the EM Office of Science and Technology mission and current programs is available on the Internet at (http://www.metc.doe.gov/business/solicita.html). Comments on the draft solicitation are welcomed. The cover letter to the draft solicitation contains more detailed information as to how and when to submit comments. Formal release of the solicitation will occur on the Internet at the same address and is estimated to occur on or about April 1, 1996. Amendments to the solicitation will be available on the Internet as they are released. Access to any of these documents on the Internet is unrestricted. However, specific notification of the official release of the solicitation or any amendments thereto will only be made to those offerors who indicate that they intend to submit a proposal by completing the ''Intention to Propose'' form contained in Section J of the solicitation.
