National Park Service (NPS) plans to enter into an Energy Savings
Performance Contract (ESPC) as authorized by 42U.S.C. 8287 and
10CFR436. The NPS plans to issue an Indefinite Delivery, Indefinite
Quantity (IDIQ) contract for renewable energy and energy conservation
services for NPS facilities located in the Intermountain Field Area
(IMFA) and the Pacific West Field Area which includes 150 parks in the
15 Western states including Colorado, Utah, Wyoming, Montana, New
Mexico, Arizona, Texas, Oklahoma California, Nevada, Oregon,
Washington, Idaho, Alaska and Hawaii. However; it will not include
Golden Gate NRS in San Francisco California, which also includes, the
Presidio, Alcatraz, and the San Francisco Maritime NHP. NPS is
interested in the energy conservation measures (ECM) in at least the
technology categories listed: 1. Renewable Energy Systems; 2. Energy
Management Control Systems (EMCS); 3. Heating, Ventilating, and Air
Conditioning; 4. Lighting Improvements. 5. Building Envelope
Modifications; 6. Hot Water Distribution Systems; 7. Electric Motor
Replacement. The NPS has many facilities with several small buildings,
scattered throughout the fifteen state area. We are interested in a
method to combine many small projects, and still provide a large enough
capital investment and fast enough payback to make the overall contract
financially attractive to private industry. We do not have many large
buildings located in close proximity, such as the Department of
Defense, and the U.S. Postal Service. We are aware that the past
success stories in the ESPC Program have been with large facilities in
the Department of Defense and U.S. Postal Service. Although we do have
primarily smaller facilities, we do have some large facilities with
older buildings, such as Grand Canyon N.P., Yellowstone N.P., Rocky
Mountain N.P, and Yosemite N.P. We would like to combine these large
park areas with smaller park areas under the one IDIQ contract. We are
asking for comments from private industry and specifically Energy
Savings Contractors (ESCO's) on suggestions to make this a workable
contract for both industry and the government. Please forward your
