labor, material, equipment, and supervision necessary to construct
diversion, sewage, and pumping facilities for conveyance of raw sewage
to the South Bay International Wastewater Treatment Plant in Southern
San Diego County, California. Major contract components include: A.
diversion structure including concrete; riprap, and appurtenances
directly north of the U.S./Mexico border in Goat Canyon; 24-inch PVC
gravity main piping from the diversion structure to the Goat Canyon
Pump Station; Goat Canyon Pump Station including submersible pumps,
dual surge tanks, motor control center, odor reduction equipment,
standby power generation, and appurtenant facilities; and 16-inch and
30-inch PVC force main piping extensions. The work will also include
construction dewatering, site ground improvement, mass and finish
grading, paving, landscaping and irrigation, fencing, lighting,
mechanical, electrical, and instrumentation work. A noise restriction
of 60dBA will be in effect between February 1 and September 25 due to
the nesting periods of the California Gnatcatcher and the Least Bell's
Vireo. A firm fixed price contract will be awarded. The estimated
range of construction is between $1,000,000 to $5,000,000. Tentative
dates for issuing and opening IFB 96-06 are April 3, 1996 and May 3,
1996, respectively. Contract performance period is scheduled at 383
calendar days after Notice to Proceed. Plans will be available for
inspection at the International Boundary and Water Commission, U.S.
Section, 4171 North Mesa Street, Building C, Suite 224, El Paso, TX
79902-1441. Copies of the bid packages are available for a $60.00
charge payable to the ``IBWC/U.S. Section.'' All request for bid
documents must be made in writing; no telephone or facsimile requests
will be accepted. Requests for the bid documents must be sent to the
preceding address, attn: Mary Nichols, and must be received by April 3,
1996, in order to ensure availability of bid documents. Limited copies
will be available after that date and will be issued on a first-come
first-serve basis. This requirement is a 100% set-aside for small
business concerns. The applicable SIC Code for this procurement is
1629. The applicable small business size standard, including
affiliates, is no more than $17 million average annual gross revenue
