The work to be performed includes, but is not limited to, the installation of a large (approximately 66( x 41( x 36(, steel test-chamber enclosure). The enclosure shall be sealed with pressure plating on the sides and the ceiling. Handrails and grating shall be installed on the roof. Grating shall be installed on the floor. A stairway into the enclosure and a ladder to the top of the enclosure shall also be installed. Building electrical systems shall include lighting, power, and telephone systems. This solicitation involves a technically challenging erection of a high-strength, structural steel enclosure consisting of large, Government-furnished, heavy steel shapes requiring complex pre-heated welded joints and partial radiographic inspection. Excellent project management will be required to accomplish the work within the specified completion period. It is NASA's policy to obtain maximum practicable competition consistent with the nature of each procurement. However, to prevent unnecessary expense associated with the preparation and submission of a proposal, only firms with demonstrated experience and background in the work described above are encouraged to respond to this request. Contract duration 180 days. Estimated cost range between $1,000,000 and $5,000,000. The proposal due date of 5-6-96 is approximate. Solicitation available approximately 4-5-96. All responsible sources may submit a proposal which will be considered. An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Concerns, issues, disagreements, and recommendations which cannot be resolved at the installation may be referred to the NASA ombudsman Tom Luedtke at 202-358-2090.
