DETACHMENT PHILADELPHIA, PHILADELPHIA, PA. SOL N38569-96-R-2002 DUE
041596 POC Contact Point, MS NORTH, (215)897-4959 Scope of Services for
Base Operating Services/Job Order Contract which is an Indefinite
Quantity/Task Order Contract with Award Fee Incentive. The contract
will be for Navy and Marine Corps sites and other Government Agencies.
The prinicpal geographical areas covered by this contract, include,
but are not limited to ME, NH, VT, MA, RI, CT, NY, PA, NJ AND DE. It
will have a base term of 12 months and also provides for an additional
four twelve-month option periods to be exercised at the discretion of
the Government. The request for proposal will be issued on March 15,
1996. The following evaluation factors will be considered on subject
request for proposal: 1. Price/Cost 2. Technical. Price is
approximately equal weight with technical factors 1, 2 and 3 combined.
The importance of price as an evaluation factor will increase with the
degree of appropriate equality of the proposals in relation to the
technical factors. The techncial evaluation factors are listed in order
of importance. Factor 1 Corporate Experience and Past Performance; 2
Proposed Organization, Management and staffing and Factor 3 Proposed
Subcontracting. Base operating Support Services required to be provided
on as-needed basis include, but are not limited to: General management,
Administration and Quality Control as follows: General Maintenance;
Protective Services, Refuse, Building and Structures maintenace,
Utilities Operations, Transportation, Construction, Material-Handling
& Weight Handling Equipment, Construction Services. This project is
unrestricted. a 20% Bid Bond is required. Estimated Cost: $10-20
million dollar minimum/maximum for the base period and each option
period estimated to be as follows: 1st option period $10-25, 2nd option
period $10-30, 3rd option period $10-35 and 4th option $10-40 million.
A Pre-Proposal Conference has been scheduled for 21 March 1996. All
Responsible Sources may submitt a Proposal which will be considered.
The Standard Industrial Code assigned to this Project is 8744 with a
