sought for the F119 Engine Pre-Production Verification (PPV) program
and the F119 Engine System Low Rate Initial Production (LRIP) program.
Acquisition of 12 PPV engines and their associated equipment and
support is presently being contemplated by ASC/YF to support initial
operational testing of the F-22 fighter with delivery beginning in
August 1999. Acquisition of 14 and then 34 engines and their associated
equipment and support is also being contemplated for Lot 1 and Lot 2 of
LRIP to provide the F119 engine to power the initial operational F-22
aircraft. Deliveries for Lot 1 are planned to begin in September 2000.
Deliveries for Lot 2 will begin in July 2001. This requirement is a
prospective sole source acquisition with United Technologies
Corporation, Pratt & Whitney Government Engine and Space Propulsion.
Pratt & Whitney, West Palm Beach, FL, is currently the prime contractor
for the engineering and manufacturing development of the F-22 aircraft
engine, the F119. Reprocurement data is not available. The purpose of
this synopsis is to notify industry of the impending action and to
determine if competitive sources exist. PPV Request for Proposal is
currently planned to be released in Sep 96. Performance requires a
substantial initial investment and an extended period of preparation
for manufacture. The F119 engine, developed for the F-22, is a low
bypass ratio, augmented turbofan incorporating low observable features,
the ability to supercruise, and two-dimensional thrust vectoring. The
F119 engine characteristics are essential to the F-22 aircraft to
accomplish its primary objective of establishing air superiority. The
offeror must: (1) possess program management, fabrication/assembly, and
quality assurance personnel, (2) possess the material, engineering,
factory and flight test equipment, and physical facilities, (3) be a
responsible contractor with demonstrated recent total engine system
responsibility, (4) be capable of delivering qualified engines for
Initial Operational Testing and Evaluation in August 1999, and (5)
include in their response to this synopsis evidence of these
capabilities. The offeror shall indicate their size status in relation
to SIC code 3724, 1,000 people. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

problems that have been previously brought to the attention of the
contracting officer and could not be satisfactorily resolved at that
