The Naval Research Laboratory (NRL) intends to negotiate on other than full and open competition basis with Anritsu Wiltron Sales Company, 19630 Club House Road, Gaithersburg, Maryland, 20879, based on FAR 6.302-1 (a)(2)(iii) only one responsible source. The NRL requirement is a modular Virtual Instrument Extension Interface (VXI) compatible dynamic bit error rate (BER) measurement system to operate as part of the government's larger LABVIEW VXI real time single event effect (SEE) measurement system. The BER system must include a 12.5 GHz BER Detector (part no. MP1764A) which must be operated via a 133 MHz VXI controller (part no. IGSY559) provided as part of the BER subsystem. The BER Detector must have a low frequency operation from 50 MHz to 12.5 GHz. The input sensitivity range and decision thresholds must accommodate Emitter Couple Logic (ECL), Transistor-Transistor Logic (TTL), and other nonstandard research devices. The data rate sensitivity required must be the full 50 mV to 2 V peak to peak range. The BER subsystem must include a digitizing oscilloscope (part no. TVS625) with full VXI compatibility. The instrument must be capable of 5 Gigasamples per second with at least a 1 GHz bandwidth. A minimum of 2 channels at 5 Gigasamples per second, and a sampling rate of 1 Gigasample per second for single shot measurements is required. At least 8 bit resolution is required.
