COMMERCE BUSINESS DAILY ISSUE OF MARCH 20,1996 PSA#1555Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road,
Dahlgren, VA 22448-5100 70 -- DATA ACQUISITION SYSTEM SOL N00178-96-R-4031 POC John R.
Travers, Code S148/Contracting Officer, Dwight G. Cooper TELECOPIER #:
(540) 653-6810 PHONE #: (540) 653-7621. The Dahlgren Division of the
Naval Surface Warfare Center intends to procure a high speed data
acquisition system to be used in support of Hypervelocity Wind Tunnel
Operations. The requirement includes hardware, custom software,
installation, hardware maintenance, training, and software
enhancements/engineering support. The contract will include
installation of the required system and a base period and four option
years for maintenance and software engineering support. The host
computer system shall be a high performance real-time multiprocessor
system that will satisfy the immediate requirements for data
acquisition and will accommodate future expansions and enhancements.
The system shall run a real-time version of the UNIX operating system
and shall provide industry standard hardware and software interfaces.
The data acquisition system shall include a minimum of 240 low
frequency channels (10,000 samples/second), and 16 higher speed
channels (100,000 samples/second), for a total of 256 analog input
channels. It shall have programmable selectable frequencies for the low
frequency channels of 10Hz to 2.55KHz in 10 Hz or smaller steps and for
the higher frequency channels of 100Hz to 25.5 KHz in 100Hz or smaller
steps. Simultaneous sampling of all channels is required. Signal
conditioning is required on all input channels. The filter amplifier
shall minimally provide 255 programmable cutoff frequencies. A seamless
software environment is required that will provide for calibration,
channel set up, EU conversion, PSD plots, digital filtering, and data
correction. System software development facilities include FORTRAN,
C++, X/Motiff, editor, linker, and debugger to facilitate the porting
of existing software applications from a VAX/VMS environment. TCP/IP
software for communications to other workstations will also be
required. The host computer system should have a minimum of 128MB
memory. At least 4GB of disk space should be configured for data
storage. It shall include a data acquisition and recording system that
shall integrate the low frequency input channels and high frequency
input channels into a single mainframe for synchronous operation.
Channel to channel phase matching after digitization is required for
all channels, both high and low frequency. Signals output from the SCS
are to be accepted as wide band (unfiltered) inputs to the A/D to
ensure channel to channel phase matching. System shall be provided with
a user selectable ability to capture all data when operating 480
channels at 10,000 samples per second and 32 channels at 100,000
samples per second, for 10 seconds. The system shall be expandable to
512 channels. Expansion shall require only additional A/D's and
Filter/Amplifiers. All other hardware and software required for
utilization of the full 512 channel system shall be provided with the
original 256 channel system. The optional 512 channel system shall be
configured to support 480 channels sampling data at 250 to 10,000
samples per second and 32 channels sampling data at 100,000 samples per
second. Maintenance services include remote on-site diagnosis, repairs,
and preventive maintenance. Support will be required for custom
software modifications and enhancements. Solicitation N00178-96-R-4031
will be issued on or about 26 April 1996. Requests for the
solicitation may be requested by writing to: Contracting Officer, Attn:
S14A/S14B, Naval Surface Warfare Center, 17320 Dahlgren Road, Dahlgren,
VA 22448-5100 or by fax to (540) 653-6810. Please identify your
company's size status when requesting the solicitation. All responsible
sources may submit an offer which will be considered. (0078) Loren Data Corp. http://www.ld.com (SYN# 0345 19960319\70-0001.SOL)
