McGrath (914) 641-2818). Bids for the laboratory analysis of soil,
sediment, aqueous, and building material samples to be collected at the
Li Tungsten Site, a Superfund (NPL) hazardous waste site in Glen Cove,
Nassau County, New York, will be received by the ENGINEER, Malcolm
Pirnie, Inc., 104 Corporate Park Drive, White Plains, NY 10602, until
3:00 p.m. local time on Friday, April 5, 1996 at which time and place,
the bids will be privately opened. Bids received after the stated date
and time will not be considered consistent with applicable FAR/EPAAR
provisions. Bids received through the mail shall be made in accordance
with FAR 52.214-7 and will be accepted by the ENGINEER in accordance
with FAR 52.214-7. FAXED Bids will not be accepted. From the early
1940's until 1985, tungsten ores and tungsten ore concentrates,
imported primarily from China, South America and Canada, were smelted
at the 26-acre Li Tungsten facility for the production of tungsten
carbide powder, tungsten wire and welding rods. In 1985, the company
filed for bankruptcy and the facility ceased operations. Previous site
investigations have indicated the presence of heavy metals including
radioactive isotopes of uranium, thorium and radium, fuel oil
constituents, volatile organics, PCBs, asbestos, and strong acids and
bases. The scope of work described herein is in support of a Remedial
Investigation (RI) being undertaken at the site. This non-RAS
laboratory analytical program consists of radiochemical (230Th, 232Th,
226Ra, 228Ra, 238U), chemical (TCLP, pH, Total Organic Carbon, Total
Dissolved Solids),and physical/geotechnical (hydraulic conductivity,
Atterberg limits, moisture content, grain size distribution, and bulk
density) analyses. the number of samples for radiochemical analyses
include 170 soil/sediment, 83 aqueous, and 10 building material. Data
collected during previous investigations indicate that the majority of
process materials discarded on site and that may be sampled as part
the remedial investigation, contain concentrations of the radioisotopes
of interest ranging from background levels to approximately 100 pCi/g,
although some samples have had greater than 1,000 pCi/g of 232Th. The
number of samples for chemical analyses include seven soil samples for
TCLP, 97 soil samples for pH and TOC, 74 aqueous samples for TDS; the
number of samples for physical analyses include 28 samples for
hydraulic conductivity, Atterberg limits, moisture content, grain size,
and bulk density. Analytical methods, holding times, QA/QC
requirements, reporting requirements and any other special instructions
are detailed in the statement of work for each parameter. Soil/sediment
samples will be collected over a 6-8 week period beginning around May
1, 1996; aqueous samples will be collected in two sampling episodes
approximately 6 months apart tentatively scheduled for July 1996 and
January 1997. The proposed scope of work represents a diverse
combination of analytical parameters that may not be within the
in-house capabilities of all analytical laboratories. The prime
laboratory subcontractor may sub-contract portions of the work,
however, preference will be given to a prime laboratory that can
perform in-house the highest percentage of the total scope of work. Bid

1996 between 9:00 a.m. and 3:30 p.m. or by mail addressed to the POC.
Neither the OWNER nor the ENGINEER will be responsible for full or
partial sets of Bid Documents, including any Addenda, obtained from any
other source. All Bids shall be made on forms furnished in the Bid
Document and shall be enclosed in a sealed envelope marked on the
outside with ``Li Tungsten Superfund Site, Glen Cove, Nassau County,
New York, Laboratory Bid Enclosed'' and addressed as follows: Malcolm

Bidder, its address shall be plainly marked on the outside of the
package. To perform this work, the successful Bidder shall hold or
obtain New York state certification and all other licenses and permits
as required by federal, state, and local statues. The name of the

is awarded, the selected laboratory will be requested to demonstrate
the following: current New York State certification(s); acceptable
performance on applicable Performance Evaluation samples as well as
recent State laboratory audit findings; an effective Quality Assurance
Program; and a Statement of Qualifications. The ENGINEER will conduct
such investigations as is necessary to determine the performance
record and ability of each Bidder to perform the size and type of work
described in the Bid Documents. Upon request, the Bidder shall submit
such information as deemed necessary by the ENGINEER to evaluate the
Bidder's qualifications. Selection will be based on price and
qualifications of responsible bidders. Before a subcontract is awarded,
compliance with all USEPA requirements specified in the Bid Documents
must be demonstrated and will be subject to USEPA review and consent.
The ENGINEER reserves the right to: (1) reject all Bids or any Bid not
conforming, in the sole opinion of the ENGINEER, to the intent and
purpose of the Bid Documents; (2) postpone the award of the
subcontract, or (3) cancel this solicitation at any time prior to
