Central Federal Lands Highway Division (CFLHD) of the Federal Highway
Administration anticipates one contract award. The contract is to
operate with individually negotiated task orders issued in accordance
with the terms of the contract. The contract awarded will consist of 1
base year with the potential of four 1-year options. A guaranteed
contract minimum of $5,000 will be provided with a maximum value of the
contract not to exceed a 5-year total of $5,000,000. Specific task
order limitations will be a point of discussion and agreement during
the initial negotiation. Bridge design services are required for an
indefinite delivery-indefinite quantity type contract for highway
bridge design and other highway structural design work for the CFLHD.
This work will be associated with Federally funded projects
accommodating the needs of various Federal agencies (National Park
Service, Forest Service, Bureau of Indian Affairs, Military, etc.). The
predominant geographic area includes but is not limited to the
following states: North Dakota, South Dakota, Nebraska, Kansas,
Oklahoma, Texas, New Mexico, Colorado, Wyoming, Montana, Idaho, Utah,
Arizona, Nevada, California, Oregon, Washington, Alaska, and Hawaii.
Firms will be required to perform the predominant amount of work with
in-house forces and must demonstrate their ability to satisfactorily
accomplish all work items (either in-house or through qualified
subcontractors). Specific task orders will be negotiated as needed to
provide bridge and related highway structural engineering design and
support services necessary to prepare the final design, and prepare the
plans, specifications, and estimate (PS&E). The firm may be required to
produce type, size, and location (TS&L) drawings that incorporate all
required geotechnical, hydraulic, and other analyses for each
structure. Agency coordination, document preparation, and other
public/agency involvement may be required. All services shall be
performed in accordance with current AASHTO policy, Federal Lands
Highway procedures, and/or specific project reuqirements as determined
by the CFLHD. Development and preparation of certain permit
applications may be required. Plans and drawings shall be delivered in
an Integraph Microstation CAD format unless otherwise noted in
individual task orders. During construction activities, the firm may be
required to review the construction contractor's falsework or shop
drawings, and provide other related technical services. Firms must
comply with Equal Employment Opportunity (EEO) requirements, in
accordance with FAR 22.8. Large businesses will be required to submit
a subcontracting plan, in accordance with FAR 19.702. All firms
responding to this request will be evaluated on the following criteria:
(1) Specialized experience and technical competence in the type of work
required; (2) Professional qualifications; (3) Capacity to perform the
work in a high quality and timely manner; (4) Past performance in
terms of quality, cost control, and timeliness; (5) Proximity of Firm's
facilities to CFLHD; and (6) Demonstrated success in prescribing the
use of recoverable materials and achieving waste reduction and energy
efficiency in highway design. Firms desiring to be considered must
submit two copiels of completed SF 254 and SF 255. Only responses
received in this office by 3:30 p.m., April 23, 1996 local time, will
be considered. No other general notification to firms will be made and
no further action is required. This is not a request for proposal. No
solicitation package is available. Selection of a firm for award shall
