C -- A&E CONTRACT TO DESIGN THE COMPOSITE OPERATIONS & TRAINING, COMPOSITE SQUADRON OPERATIONS, MEDICAL TRAINING FACILITY FOR RELOCATION OF 126TH AIR REFUELING, O'HARE, IL TO SCOTT AIR FORCE BASE, BELLEVILLE, IL POC Contact Point, Brian S. The United States Property and Fiscal Office for Illinois proposes to enter into a firm fixed price Architect/Engineer contract to provide Type A, B, design and an option for C inspection services for the design of facilities listed above for the 126th Air Refueling Wing from Chicago to Scott Air Force Base. The types of facilities and approximate square footage of the facilities are as follows: Composite Operations & Training Facility 23,700 sf; Composite Squadron Operations 34,400 sf; Medical Training Facility 4,00 sf. Firms desiring consideration are invited to submit both SF 254 and SF 255 no later than 30 days after publication of this announcement to USPFO-IL-P&C, Attn: Brian S. Creech, 1301 N. MacArthur Blvd., Camp Lincoln, Springfield, Illinois 62702-2399. When submitting the SF 254 and 255, include the number and dollar value of Architect/Engineer contracts awarded by DoD agencies during the previous twelve (12) months. Type A (Investigative Services) - Accomplish field surveys and investigations which may include soil investigations, topographic surveys; analysis of existing facilities and utilities; study of various mechanical, electrical, and structural systems as a basis for recommended functional and safety designs; perform environmental assessments as may be required to make proper site selection and to determine basis of design, and perform other investigations as necessary to make a complete design. Prepare a conceptual design submittal, including preliminary site plans, typical cross sections and narrative description of proposed structural design, mechanical electrical systems, and economic or other justification for selected systems. Prepare a cost estimate of the major elements of the project and confirm if the project can be accomplished within budget, fact finding investigations, to provide pertinent design data and information including coordination with users and reviewing authorities to produce complete designs Type B (Pre-Final and Final Design) - Prepare detailed Architectural/Engineering design calculations, site plan, and utility plan, prepare outline specifications, detailed cost estimate, furnish final design, detailed working drawings and specifications, final design analysis, final cost estimates, and obtain any required construction/environmental permits. Type C (Inspection Services) - Inspection of construction, review of shop drawings and material submittals and preparation of asbuilt drawings. Evaluation criteria in descending order of importance are: (1) Professional Qualifications necessary for satisfactory completion of required services, to include experienced program manager, architect, civil engineer, mechanical engineer, electrical engineer, structural engineer and related support personnel. (2) Specialized experience and technical competence in the type of work required. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (5) Location in the general geographical area of Scott Air Force Base and knowledge of the locality of the project. (6) Volume of work previously awarded to the firm by the Department of Defense in the past twelve (12) months.
