Service contract for preventive maintenance and emergency repair for
the following instruments at the NASA Lewis Research Center: (1) JEOL
840A Scanning Electron Microscope (SEM), Serial No. 130013-884,
including probe current detector, and water chiller; (2) JEOL 840A SEM,
Serial No. 130029-969, including frame image store, large load lock,
probe current detector, and digital image archiving system; (3) JEOL
840A SEM, Serial No. 130036-999, including frame image store and probe
current detector; (4) JEOL 6100 SEM, Serial No. 111058-202, including
frame image store, computer interface, and probe current detector; and
(5) JEOL 6400 SEM, Serial No. 150076-312 with water chiller. The
Contractor shall provide two (2) preventive maintenance services at
approximately six (6) month intervals to assure that guaranteed
performance and long term reliability are achieved from all JEOL
supplied equipment, and emergency service whenever required for all
problems except those caused by misuse or accident. All service shall
be conducted between the hours of 8:00 a.m. to 5:00 p.m., Monday
through Friday, excluding Government Holidays. All services shall be
performed by competent factory-trained service engineers. Routine
maintenance of filaments, apertures, and user accessible vacuum O-rings
will be the responsibility of the Government. Also, when it is in the
best interest of the Government, the Government will provide other
maintenance and repair operations under directions of the Contractor.
The Contractor shall provide all necessary replacement parts with the
exception of filaments, apertures, scintillators, fluorescent screens,
detectors, leaded glass, CRT screens, Wehnelt assemblies, specimen
holders, specimen exchange tools, and consumables. The basic period of
performance will be 12 months with four 12-month option periods. This
procurement is being conducted under the NASA Midrange Pilot Test
Program approved by the Office of Federal Procurement Policy on April
16, 1993. Any concerns or issues relative to this procurement should be
addressed to the Contracting Officer identified above. However, an
ombudsman has also been appointed to hear concerns from offerors,
potential offerors and contractors if necessary. Interested parties may

Concerns, issues, disagreements and recommendations which cannot be
resolved at the installation may be referred to the NASA ombudsman, Tom
Luedtke, at (202) 358-2090. This is a combined synopsis/solicitation
for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This solicitation and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-32. The
Standard Industrial Classification (SIC) Code for this acquisition is
7699. The Small Business Size Standard is $3.5M/yr. The following
provisions apply to this acquisition: 52.212-1 - Instructions to
Offerors - Commercial; 52.212-4 - Contract Terms and Conditions.
Offerors must include a completed copy of the provision 52.212-3 -
Offeror Representations and Certifications - Commercial Items with
their offer. All documents related to this procurement will be
