Standards and Technology has a requirement to provide support for
implementation of the Department of Commerce's metric conversion
efforts. Working with the Interagency Council on Metric Policy (ICMP),
NIST is implementing a plan that encourages a broad national dialogue
on metric conversion. Under the banner ''Toward a Metric America,''
the plan includes meetings and workshops, information and awareness
campaigns, consultations with industry and the public, and other
outreach programs. NIST requires contractor support to help accelerate
national metrication and increase public awareness and interest in the
metric system of measurement. Because of the extensive use of metric
measurements in its sporting events, the Olympic Games will offer
tremendous opportunities to make the metric system (and the metric
aspects of the events themselves) more understandable and palatable to
the American public. Working with the Metric Program at NIST, the
contractor will brainstorm and plan the steps needed to maximize
exposure, use, and understanding of the metric system before, during,
and after the 1996 Olympic Games. The contractor shall be responsible
for developing time schedules and action plans. The contractor will
explore the possibilities of getting business sponsorship and
''multiplier effects'' for these efforts, develop positive contact with
the media for these efforts, develop programs to educate media
personnel in the proper use of metric measurements, develop recommended
messages for each medium and its audiences, and develop positive
contact with Atlanta's local business and government leaders to improve
the city's ability to speak the metric language. The period of
performance is expected to be approximately 26 weeks. It is anticipated
that the type of contract will be firm-fixed-price. All responsible
