DEPARTMENT OF JUSTICE BUILDING: The GSA for Construction Management
Services (CM) to perform, design phase services, procurement services,
construction phase services, reimbursable supplemental services,
claims, testing services, and miscellaneous services. Services will
performed at the main Justice Building, 9th Street & Constitution Ave.,
NW, Washington, DC. One Contract will be awarded. The current estimated
construction cost range for the project is between $110 million and
$130 million. Contract duration will be for base year and four option
periods, All work will be performed according to GSA authorized and
approved standards. The CM contract shall have a fixed fee amount for
(A) standard services and (B) Amount set-aside for Reimbursable
Supplemental type services. This negotiated solicitation is open to
both small and large professional firms. The professional firm (if not
a small business concern shall be required to present an acceptable
Small Business and Small Disadvantaged Business Subcontracting Plan in
accordance with Public Law 95-507 as part of its proposal. Small
business firms and small disadvantage firms shall be part of the
original proposal. Consideration is open to established, qualified
business licensed to perform professional services (F.A.R. 22.1102 )
which currently have active, properly staffed offices within the
continental US (including Subcontractors). This RFP will include
Go/No-Go screening factors. The following minimum factors must be met
before further evaluation of the proposals proceeds: (A) The offeror
must demonstrate Similar experience on at least two (2) projects within
the past five years. Similar is defined as Construction Management (CM)
professional service contracts for projects that are comparable in
nature (renovation of historically significant property), type, and
complexity to this solicitation, and with minimum construction values
of $50 million dollars each. (B) The designated Construction Executive/
Project Manager must have had experience on at least one (1) similar
project within the past five years. (C) The designated Construction
Executive/ Project Manager must have professional registration in the
jurisdiction in which the project will be performed as
Architect/Engineer, or the ability to obtain such registration within
30 days of contract award. If the proposal passes this screening,
further technical evaluation will be performed. The RFP will be
available for issuance approximately 09/19/95. RFP copies may be
