Pursuant to Public Law 104-355 and FAR 4.505-1, the National Science Foundation hereby announces that, as of March 15, 1996, it has certified to the Office of Federal Procurement Policy that it has implemented interim Federal Acquisition Computer Network (FACNET) capabilities and procedures for its Division of Contracts, Policy and Oversight (CPO) and Division of Administrative Services (DAS). Through FACNET, CPO and DAS are able to (1) provide widespread public notice of contracting opportunities, (2) issue solicitations, and (3) receive responses to solicitations and associated requests for information. Interested parties will also be able to access notices of solicitations, access and review solicitations, and respond to solicitations through FACNET. For an interim period, CPO and DAS may accept non-FACNET quotes to FACNET solicitations. Beginning on July 1, 1996, all responses to solicitations issued by the aforementioned offices through FACNET must be submitted through FACNET, unless otherwise authorized.
