FEMA has a project that requires a contractor to develop materials for and to organize, convene and administer a series of seismic design institutes for faculty of Schools of Architecture and to conduct a series of national architectural design competitions for students of architecture, focusing on correct and innovative applications of seismic design principles. Project will build on and expand information developed in a previous series of FEMAA sponsored workshops and faculty institutes undertaken by the Joint Council on Architectural Research of the American Institute of Architects (AIA) and the Collegiate Schools of Architecture (ACSA). This is not an RFP, but a survey to locate potential sources capable of preparing the required materials and delivering the institutes. Minimum capabilities must include documented evidence of experience and expertise in the following areas: (1) Key personnel of the project team must have demonstrated reputations and expertise in all aspects of the seismic design of buildings, including issues of specific concern to architects; e.g., building configuration, structural design, non structural components and land use/urban planning. Knowledge of relevant lessons from the Loma Prieta and Northridge events will also be considered useful. (2) Team members must understand and be able to convey information on the critical role(s) the architectural profession can play in earthquake damage mitigation. (3) Project Team must have demonstrated expertise in developing curricula and conducting institutes on seismic design for faculty of Schools of Architecture. (4) The Project Team must have demonstrated expertise in conducting national architectural design competitions for students of architecture for the architectural community. (5) The Project Team should understand and be able to build on the program developed for the previous workshop and institute series. (6) Organization must have national reputation for developing and transferring technical information to architects, and to faculty and students in Schools of Architecture. (7) Organization must have an established national network of architects and access to a network of local architecture groups through whom institutes and other outreach activities could be coordinated. Organization must also have capability to utilize its network to build maximum awareness of and participation at the faculty institutes and student competitions. (8) Officer, especially during the early stages of the project, have operational capabilities in Washington, DC area is desirable. Organizations with these capabilities are invited to submit complete information to the procuring office identified in this notice in four (4) copies within thirty (30) calendar days from the date of this notice. Information furnished should include: (1) the number and profession qualifications of key personnel; (2) organizational experience related to the proposed project, (3) description of general and special facilities; (4) a current financial statement; and (5) other documentation which demonstrates the minimum capabilities listed above. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that result hereunder for small or minority owned business. If the evaluation of responses received concludes that none of the responding firms have the necessary capabilities, negotiations may be conducted with the American Institute for Architectural Research on a non-competitive basis.
