work to be performed under these specifications include excavation and
transport of 100,000 cubic yards of mine waste material contaminated
with excessive amounts of lead from the Penrose Mine Waste Pile to the
Hamms Tailing Impoundment; excavation and repositioning of 2,000 cubic
yards of Penrose material on site; excavation and repositioning of
75,000 cubic yards of Hamm's material on site; excavation and transport
of 80,000 cubic yards of cover material from the Hecia borrow area
(west of Leadville) to Hamm's and Penrose for placement over the
tailings and mine waste; placing or constructing 6,000 linear feet of
boundary barrier consisting of a combination of boulders and
conventional fencing around the perimeters of Hamm's and Penrose;
constructing 900 linear feet of surface interceptor drains;
constructing 6,000 linear feet of perimeter and roadway drains; placing
lining materials for drains and terraces using 1,200 cubic yards of
coarse gravel, 6,400 square yards of geotextile, and 10,000 square
yards of geosynthetic clay liner; placing 140 linear feet of drainage
culverts; placing 700 cubic yards for roadway embankment; placing 200
cubic yards of selected roadway surfacing; seeding 20 acres; modifying
several existing monitoring wells; maintaining haul roads; and
applying water for dust abatement. The work is located on the eastern
edge of Leadville, Colorado in Lake County. Solicitation packages will
be available approximately April 8, 1996. Requests for solicitations
should be received on or before May 1, 1996. Bid opening is tentatively
scheduled for 10 a.m., May 9, 1996, at the office of the Bureau of
Reclamation, Great Plains Regional Office, 316 North 26th Street, Room
2031 Federal Building, Billings, Montana. The contract must be
completed by no later than December 31, 1996. There is no charge for
the first copy of the solicitation; additional copies will be provided
upon receipt of a nonrefundable check or money order of $9.00 for each
copy. After issuance, the solicitation may be viewed, without charge,
at the Bureau of Reclamation, Great Plains Regional Office, Federal
Building, Room 2031, 316 North 26th Street, Billings, Montana. All
responsible sources may submit a bid which shall be considered by the
Bureau of Reclamation. All sources responding to this synopsis shall
submit information relating to business status, including
identification as to whether small, large, minority-owned and/or
woman-owned. For this acquisition, the small business size standard is
$17,000,000 and the standard industrial classification code is 1629.
