synopsis/solicitation for commercial items prepared in accordance with
the format at FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation DAEA32-96-R-0005 is
issued as a request for proposals; the solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 90-37. This is an unrestricted acquisition;
proposals from all responsible sources will be considered. The
Standard Industrial Classification (SIC) code for this acquisition is
3669; the small business size standard is 750 employees. Contract line
items are as follows: 0001 Independent Collection Equipment (ICE)
Tactical Manpack Direction Finding (DF) System, consisting of: 2 ea.
0001AA Receiver/DF Processor 2 ea. 0001AB DF Antenna 2 ea. 0001AC
Hand-held Controller 2 ea. 0001AD Tripod 2 ea. 0001AE Headset 2 ea.
0001AF Compass 2 ea. 0001AG Notebook Controller Software (Set) 2 ea.
The following are requirements that must be met for the requested DF
equipment: DF Receiver: Should weigh no more than 15 pounds ..Must
allow netting of receivers with existing Watkins-Johnson 8900 DF
systems to obtain improved lines of bearing ..Frequency range of 20 to
2000 MHz, with tuning allowed to 5 MHz, 100 MHz synthesized tuning
resolution ..Internal Reference Accuracy +/- 1 part in 10-6 (0 to 50
degrees C) ..Noise figure 12 dB, typical; 15dB max .. Sensitivity
(10uV/m ..Power Consumption (15W ..Power source 11 to 36 Vdc with
battery life )4 hours for mobile use, AC to DC converter for fixed
operations ..Dynamic range 110 dB Antenna System .. Must weigh no more
than 15 pounds ..Must be adaptable for vehicle, mast, and covert
ground mounting ..Must operate in the 20 to 2000 MHz frequency band
with typical directional gains in the -37 to +8 dBi range ..Must
achieve DF sensitivities between 20 uV/m and 0.5 uV/m over the
operational range DF Accessories ..The unit must be controlled by a
laptop or notebook computer connected via a RS-232 serial
communications (COM) port. ..The software must be compatible with any
IBM-type personal computer operating with Windows 3.1 or later. ..The
software must display a graphical window for displaying the line of
bearing (LOB) data. The unit needs to be switchable to a Single LOB or
Continuous LOB. Software needs to provide a display of angle of
arrival and signal strength in a polar form and a spectral
representation of the received signal with respect to signal strength.
..The software needs to provide an automatic mode of operation that
allows a search of a portion of the RF spectrum for signal activity.
The operator needs to be able to specify start and stop frequencies
with a step increment to define sweep characteristics. ..The software
must be able to control the DF receiver in respect to how long the
processor waits at a frequency for signal activity, how long the
processor remains tuned to an active signal before continuing the scan,
and how long the processor remains at a frequency after an active
signal has been lost to wait for renewed signal activity. ..DF
processors must be able to be remotely located and controlled via the
laptop/notebook computer and software utilizing standard military
transmitters and receivers connected directly to the processor. The
software must be able to collect the data from the remote processors
and determine a line of bearing. All items delivered under any
resulting contract shall be shipped, FOB Destination, no later than 60
days after receipt of order, to: Commander, USAISEC, ATTN: ASQB-OFP,
Building 53301, Fort Huachuca, Arizona 85613-5300. The point of contact

be accepted 7:30 a.m. to 4:00 p.m., Monday through Friday, except
Federal holidays. The provision at FAR 52.212-1, Instructions to
Offerors - Commercial Items (Oct 1995), applies to this acquisition.
The addendum to this provision may be downloaded from the Electronic
Bulletin Board System (EBBS). The provision at FAR 52.212-2, Evaluation
- Commercial Items (Oct 1995), applies to this acquisition; offers will
be evaluated on (1) Technical capability of the items offered to meet
the Governments past performance in the areas of reliability, delivery
schedule, and warranty; and (3) Price. Offerors shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications - Commercial Items (Oct 1995), and
the provision at DFARS 252.212-7000, Offeror Representations and
Certifications - Commercial Items (Nov 1995), with each offer. The

the Internet home page and can be downloaded. Instructions are as
follows: Modem parameters: Data Rate = 1200 bps to 28800 bps (Hayes
optima 28.8 V.FC Modems are used); Parity = No or None; Data bits = 8;
Stop bit = 1. Login as a new user. Users will create their own login
ID and password and use the same login and password each time they
access the EBB). There is a 24 hour wait the first time a user logs in
before he is approved to download files. Offers are due at the USAISC
