restricted to domestic sources who are either planned producers, or
intend to become planned producers, for the medical item (S) lissted
below. The Defense Personnel Support Center (DPSC) seeks the
demonstration of unique and innovative concept papers regarding the
availability of planned defense items during the mobilization or
contingencies for nationalemergency, humanitarian actions and when
otherwiseauthorized. Specifically, the DPSC wishes to maintainand/or
expand a viable industrial base with sufficient ssustainment capability
to meet DOD requirements for planned producer items. Concept papers are
sought for, but are not limited to, the following list of planned It
orthopedic supplies including: Cement, Bone, surgical fixation device,
external, Rod, connecting clamp, external fixation, ball joint,
external fixation, tractor, Bone pin, trapezoidal frame, pin,
wristfixation, soft goods, braces, straps, supports, splints, trauma
products, maxillary facial devices, cast products, stockinets, blade
Bone saw, wax Bone, sustainment is considered to be the on going
resupply of materiel to forces deployed to meet mobilization or
contingencies for national emergency, and humaintarianactions. The
objectives are to develop new strategies utilizing advanced
manufacturing and inventory management techniques to improve the
ability of the industrial base to repond to changes in the customer
demand and to effectively reduce the overall COST to sufficient
quantities of planned defense items. DPSC is looking for coverage on
the broadest possible range of planned items; accurate on-line,
inventory visibility of that range of items; optimalresponsiveness to
a high volume requirement for each of those items; and a minimum of
up-front predeliveryGovernment expenditure. This announcement also
seeks electronic solutions to achieve a paperless purchasing inventory
management and distribution process for planned items in support of
national defense. The sustainment program covers medical planned
producer items and items needed for Personnel support
andmilitary-unique medicdal items needed tosupportdeployed troops. The
programfocuses on TOW mainideas: Electornic Commerce and the concept
paperitself. Electronic Commerce improves the acquisition and
distribution process and is a combination ofbarcoding, universal
product number (upn), and electronic data interchange (EDI). EDI is the
computer to computer or computeer-to Van transmission of business data
in ANSI X12 format. In response to this Broad agency announcement,
concept papers submitted will be individually evaluated on the on the
following criteria: 1) sustainmentcapability. A planned producer'S
capability to meet Government'S sustainment requirements for the range
of planned items. Manufacturers' ability to supply quantities to DOD
which are in excess of their normal production capability will be
evaluated. Only those firms which demonstrate capability Wil
beevaluated. Only those firms which demonstrate capability to
distribute large volumes of medical surgical items in a timely manner
Wil be considered.2) financial commitment. Planned producers must
demonstrate how inventories will be managed to ensure the dating of
Commercial material will be within the guidelines of commercially
acceptable businesspractices. DOD is prepared to invest funds to
procure Stock or components to be Held and rotated at the planned
producer'S facility to ensure timely delivery of quantities sufficient
to meet the services: Sustainmentneeds. Planned produceers are
required to minimizedod'S financial commitment to support increased
inventory levels or contingency arrangements. Those sources Willing to
make significant financialinventment will be considered more faborably
than sources that require significant Governmentassistance. 3) product
range. Planned producers ability to cover a wide range of planned
items will be evaluated. 4) a wide range of planned items will be

innovative approaches in the areas stocking, asset visibility,
ordering, and distribution will be favorably considered. Upon recept
and evaluation of concept papers, DPSC may decide to award contracts to
those interested sources who have submmitted IDEAS which appear to be
strategically advantageous to DPSC. IDEAS which appear to be

against ecah other, but but rather are attempting to demonstrate that
their proposed approach has potential application to the DPSC corporate
mission requirements. The decision to award would be based on the
technical merit ofindividaul concepts (I.E., viability,
compatibilitywooith our strategic objectives. And value of expected
benefits); sustainment capability; financialcommitment; product range,
and mangement/distributionsystem. Concept papers may be submitted by
interested sources at any time while the Broad agency announcement is
in effect. During the effective period of this BAA, responsdents may
submit more than one concept paper to address alternative concepts or
additional planned items not previously submitted for consideration.

merits of concept papers received by the planned producers,
participation will be restricted to those firms who, after evalution of
concept papers present an immediate opportunity to gain experience in
one or more areas of the overall program objective for purpose of
enhancing, maintaining, and expanding the industrial base for
mobilization or contingency purposes. Contract may be negotiated with
one or more sources capable of providing products in sustainment leval
quantities used duriing negotiations. A Long term stable business
relationship with planned producers is anticipated. Therefore, a
contract with a base year and 9 option years is proposed. Discussions
concerning the technical aspects of the proposed concepts will be
strictly controlled to ensure Government Personnel do nt disclose
information to any firm which might help improve the technical quality
of their submission or provide specific details of technological
approaches which have been submitted by planned producers on the same
item(S). Contracts awarded to test concepts proposed under this BAA
will specify measurableprogram objectives and contractor reporting
reauirements which will be used to mnitor progress and assess the
probability of Long term success of the business practices being
applied. This BAA will remain open until rescinded by DPSC. All
discussions, inquires and any submissions relative to this announcement
shall only be conducted through the point of contact in this
