is restricted to domestic sources who are either planned producers or
intend to become planned producers, for the medical items listed below.
The Defense Personnel Support Center (DPSC) seeks the demonstration of
unique and innovative concerp papers regarding the availability of
planned defense items during mobilization or contingencies for
nationalemergency, humanitarian actions and when otherwiseauthorized.
Specifically, the DPSC wishes to maintainand/or expand a viable
industrial base with sufficient sustainment capability to meet DOD
requirements for planned producer items. Concept papers are sought for,
but are not limited to, the following list of planneditems: Bandages,
sterile, non-sterile various sizesdressings, adhesives, gauzes elastic,
non elastic, surgical, non, surgical, Burn dressings, sponges,
surgical, sustainment is considered to be the on going resupply of
materiel to forces deployed to meet mobilization or contingencies for
national emergency, and humanitarianactions. The objectives are to
develop new strategies utilizing advanced manufacturing and inventory
management techniques to improve the ability of the industrial base to
respond to increased customer demands and to effectvey reduce the
overall COST to the Government to ensure the availability of, and
access to sufficient quantities of planned defense items. DPSC is
looking for coverage on the broadest possible range ofitems: Accurate,
on-line, inventory visibility of that range of items; optimal
responsiveness to high-volumerequirement for each of those items; and
a minimum ofup-front predelivery Government expenditure. This
announcement also seeks electronic solutions to achieve a paperless
prchasing, inventory management and distribution process for planned
items in supportofnational defense. The sustainment program covers
medical planned producer items and items needed for Personnel support
and Military-uique medical items needed to support deployed troo;S. The
program focuses on two Main areas; electronic Commerce and the
acquisition and distribution process and is a combination of barcoding,
universal product number (upn) and electronic data interchange (EDI).
EDI is the EDI is the computer or computer-to-Van transmission of
business date inansi X12 format. In response to this Broad agency
announcement concept papers submitted will be individully evaluated
based on the followingcriteria: 1) Government'S sustainment
requirements for the range of planned items. Manufacturers' ability to
supply quantities to D0D which are in excess of their normal
production capability wll be evaluated. Only those firms which
demonstrate capability to distribute large volumes of medical/surgical
items in a timely manner will be considered. 2) financial commitment.
Planned producers must demonstrate how inventories will be managed to
handle sustainment items. How Stock will be rotated at the planned
producer'S facility to ensure timely delivery of quantities suffficient
to meet the timely delivery of quantities sufficient to meet
theservices' sustainment needs. Planned producers arerequrired to
MINIMIZE DOD'S financial commitment to support increased inventory
levels or contingencyarrangements. Those sources Willing to make a
significant financial investment will be considered more favorably than
those that require significant Government assistance. 3) product range.
Planned producers ability to cover a wide range of planned items will
be evaluated. 4) mangement/distributionsystem. Manufactures proposing
innovative approaches in the areas of stocking, asset visibility,
ordering, and distribution will be favorably considered. Upon receipt
and evaluation of concept papers, DPSC may decide to award conctracts
to those interested sources who have submitted IDEAS which appear to be
strategically advantageous to DPSC. Planned producers are not competing
against each other, but rather are attempting to demonstrate that their
proposed approach has potential application to the DPSC corporate
missionrequirements. The decision to award would be based on the
technical merit of individual concepts (I.E., viability, compatability
with ur strategic objectives, aand value of expected benefits);
sustainment capability; financial commitment; product range; and
management/ distribution system. Concept paper may be submitted by
planned producers at any time while the Broad agency announcement is in
effect. During the effective period of this BAA, respondents may submit
more than one concept paper to address alternative concepts or
additional planned items not previously submitted forconsideration.
Please submit the first concept paper 60 calendar days from the date of

After assessing the merits concept papers received by the after
assessing the merits of concept papers received by the
plannedproducers, participation will be restricted to those firms who,
after evaluation of concept papers, present an immediate opportunity
to gain experience in one or more areas of the overall program
ovjective for purposes of enhancing, maintaining, and expanding the
industrial base for mobilization or contingency purposes. Contracts may
be negotiated with one or more sources capable of providing product in
sustainment level quantities used during negotiations. A Long term
stable business relatinship with planned producers isanticipated.
Therefore a contract with a base year and 9 option years would be
proposed. Discussions concerning the technical aspects of the proposed
concepts will be strictly controlled to ensure Government Personnel do
not disclose informantion to any firm which might help improve the
technical quality of their submission ofr provide specific details of
technological approaches which have been submitted by planned producers
on the same item(S). Contracts awarded to test concepts proposed under
this BAA will specify measurable program objecives and contractor
reporting requirements which Wil be used to monitor progress and assess
the probability of Long term success of the business practices being
applied. This BAA Wil remain open until rescinded by DPSC. All
