70 -- EXCHNGE OF GOVERNMENT-OWNED TAPE CARTRIDGE EQUIPMENT SOL IR-96-0017 POC Henry H. Smith, Contracting Officer, (202) 283-1354. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is IR-96-0017. The solicitation is issued as a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 33. The solicitation is to conduct an exchange of Government-Owned Tape Cartridge Equipment located at the IRS's Computing Center in Martinsburg, WV. Offerors may submit a proposal or proposals based upon two Alternative requirements. For Alternative One, the equipment that is available for exchange consists of 30 Memorex Model 5491 Tape Controller units and 40 Memorex Model 5490 Tape Drives with Automatic Cartridge Loaders. (Each 5490 Tape Drive includes two tape transports with an automatic cartridge loader for each transport). For Alternative One the Offeror shall provide ESCON and 36-track upgrades for two Memorex Model 5491 Tape Controller units (two ESCON channels per 5491), and 36-track upgrades for sixteen Model 5490 Tape Drives. Alternative Two involves the offering of 36-track/ESCON tape cartridge equipment from an OEM other than Memorex. For Alternative Two, the equipment that is available for exchange consists of 34 Memorex Model 5491 Tape Controller units and 56 Memorex Model 5490 Tape Drives. For Alternative Two the Offeror shall provide four 36-track ESCON control units and thirty-two 36-track tape transports. The Government will be responsible for the deinstallation and preparation for shipment of the Memorex equipment identified for exchange in Alternative One; the offeror shall be responsible for the deinstalltion and preparation for shipment of the additional Memorex equipment identified for exchange in Alternative Two. The Offeror shall be responsible for its shipment from the IRS Center, the installation, and all cabling required. Installation shall be completed within 60 days after receipt of the order. This equipment was originally acquired within the past five years by the IRS from Memorex as new or refurbished as new. It has been under continuous maintenance by the OEM and is eligible for OEM certificaiton of maintainability. The equipment is currently available for release. The following provisions apply: 52.212-1, Instruction to Offerors- Commercial; 52.212-2, Evaluation - Commercial Items. The specific evaluation criteria is award to the Offeror who successfully meets the minimum technical requirements at the lowest acceptable price. 52-212.3, The Offeror is to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, in its offer. 52.212-4, Contract Terms and Conditions- Commercial Items 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items. An original and one copy each of the offerors technical and business proposals are to be submitted no later than 4:00 p.m., fifteen calendar days from the date of this notice to the following address.
