(DOT) Volpe National Transportation Systems Center intends to negotiate
with Electric Research and Management, Inc. on a non-competitive basis
for specialized technical support services over a three year period to
conduct measurements of the most common as well as advanced
transportation vehicles and facilities, and to analyze and characterize
public EMF exposures from transportation sources. Unique contractor
technical qualifications include: portable wave capture EMF measurement
instrumentation, capable of simultaneous 3-dimension sensing of static
and AC magnetic fields, to enable analysis of EMF source viability
over space, time and frequency domain (0-3000 Hz); available
specialized data analysis and display software; familiarity with the
Research and Public Information Dissemination Program (RAPID) goals and
guidelines for EMF measurement for environment characterization and
with personal exposure monitoring, as well as with data base structure;
and, familiarity with published DOT/FRA EMF research program findings.
All responsible sources may respond to this synopsis and all responses
will be fully considered by the agency. Responses must demonstrate the
required capabilities stated above. Responses must be in writing and
received no later than 15 days after publication of this notice. For

Department of Transportation (DOT), Office of Small and Business and
Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
