McGrath, Contracting Officer at (401) 841-2442 X 220 FAX: (401) 841-4820 NUWCDIVNPT proposes to acquire by negotiation Engineering Services and Material to measure droplet size and velocity distributions for the spray atomization process of the liquid monopropellant utilized in an external combustion torpedo propulsion engine. Work will be performed in three phases as follows: Phase I: Preliminary analysis, test apparatus design, test plan development and design review; Phase II: Test apparatus construction, assembly and checkout/actual test series; Phase III: Post test data analysis and report generation. The resulting contract will be Firm Fixed Price with Data Delivery FOB Destination, Newport, RI, with Phase I Test Design/Analysis Review due 14 DAC, Phase II Quick Look Test Report due 60 DAC, Phase III Quick Look Analysis Report due 72 DAC and Phase III Test Final Report 86 DAC. Award will be made on the basis of Greatest Value to the Government. Contractor must demonstrate its capability to perform this work including, technical approach, personnel available, past performance and capability to use its own existing facility capabilities and instrumentation techniques (e.g., Phase Doppler Particle Analyzer, flash photographic capability, etc) to meet the requirement.
