INFORMATION: ARCHITECT-ENGINEER (A-E) SERVICES, procured in accordance
with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required for
various military and civil works projects in or assigned to the Little
Rock District. One indefinite delivery contract will be negotiated and
awarded; with a base period of one year and an option period of one
year. The total cumulative amount of the contract, for the base year
and the option year, will not exceed $750,000.00 for each period.
Individual fixed price delivery orders will not exceed $150,000.00. The
individual delivery orders issued under the proposed contract may
contain certain options. The minimum guaranteed amount for the base
year is $15,000.00. Projects outside the primary area of responsibility
may be added at the Government's discretion upon agreement of the
selected firm. This announcement is open to all businesses regardless
of size. If a large business is selected for either of these contracts,
it must comply with FAR 52.219-9 regarding the requirement for a
subcontracting plan on that part of work it intends to subcontract. The
subcontracting goals for the contract is that a mimimum of 53% of the
prime contractor's intended subcontract amount be placed with Small
Business (SB), including Small Disadvantaged Businesses (SDB) of 9%,
Woman Owned Small Businesses (WOSB) of 5%, and Historically Black
Colleges and Universities and Minority Institutions (HBCU/MIs) of 5%.
The plan is not required with submittal, but will be required prior to
award. 2. PROJECT INFORMATION: Various services include, but are not
limited to, analyzing wastewater systems and determination of their
ability to meet current and future requirements and recommend optional
plans to correct any deficiencies in wastewater systems. Prepare
engineering reports which present all pertinent data, field work
performed, findings, analyses, cost estimates, recommendations and
plans. The responding firms must have Architectural, Civil, Mechanical,
Structural, Electrical, Environmental, Landscape and Drafting/CADD
capabilities. Anticipated projects may include architectural, interior
design and landscape architectural services for new and existing
buildings such as administrative and recreational facilities,
maintenance buildings and various support structures, roads, bridges,
parking areas and trails. Firm may be required to perform environmental
analysis of military and civil projects. Work may include site
planning/analysis and visits, architectural/landscape, architectural
studies and surveys, conceptual, schematic, preliminary and final
designs, design analysis, energy and life cycle value analysis,
specifications, cost estimates and preparation of comprehensive
interior design packages, design/shop drawing reviews; and other
engineering during construction services (formerly known as Title I and
Title II Services) as needed. Capability is also required to develop
Geographical Information System (GIS) studies, automated mapping,
facilities management and base comprehensive master planning in a
computer-based environment. Designs, plans and specifications may be
required in either inch-pound units of the International System of
Units (SI). 3. SELECTION CRITERIA: Significant evaluation factors in
their relative order of importance are listed in CBD Note 24 (Monday
Edition). The selection criteria are listed below in descending order
of importance (first by major criterion and then by each
sub-criterion). Criteria items a through e are primary. Criteria items
f through h are secondary and will only be used as ''tie-breakers''
among technically equal firms. Consideration will be given to Joint
Venture (JV) firms that have previously worked together. a.
Professional Qualification. Qualified personnel in the following key
disciplines: Architect, Civil, Mechanical, Electrical, Environmental
and Structural Engineers, Landscape Architect, CADD Specilaists,
Planners, Interior Designers, Draftspersons. b. Specialized Experience
and Technical Competence. Responding firms must demonstrate experience
in civil and military projects and a strong balanced architectural and
engineering capability. Consideration will be given to firms that have
received past design excellence awards or accomplishments in both the
engineering and/or architectural design fields. The responding firms
should demonstrate prior experience in wastewater studies and
recreational planning and design. The firms submitting must also convey
their ability to utilize and incorporate substainable design principles
(''Substainable Design'' means meeting present needs without
compromising the ability of future generations to meet their own
needs). The responding firms must have the capabillity to produce
AutoCADD on Intergraph compatible design files with the capability to
translate from one format to the other. The translated format should
not require any manipulation by Corps personnel. The responding firms
or their listed subcontractors must have the following qualifications
necessary to perform cost estimates: (1) Cost Engineers that have
completed formal training on MCACES Gold 5.30 or later software; (2)
Cost Engineers familiar with preparation of detailed cost estimating
procedures and construction schedules; (3) Experience with both
military and civil work breakdown formats for estimates; and (4)
Capability for the estimates to be prepared under the guidance and
signed by a certified or registered professional. c. Capacity. Capacity
to perform two $150,000.00 delivery orders in a 150-day period. The
evaluation will consider experience of the firm and may consultants in
similar size projects, and the availability of an adequate number of
personnel in key disciplines. d. Past performance on DoD and other
contracts with respect to cost control, quality of work, and compliance
with performance schedules. e. Specific Knowledge of Locality. f. The
physical location in relation to the Little Rock District. g. Extent of
Participation of SB, SDB, SBCU/Mis and WOSB. h. Volume of DoD contract
awards in the last 12 months as described in Note 24. 4. SUBMISSION
REQUIREMENTS: Firms meeting requirements of Note 24 may submit a
completed SF 254 (11/92 edition) and SF 255 (11/92 edition) and a
separate SF 254 for each subcontractor, to reach this office within 30
calendar days from the date of this publication. If the 30th day is a
Saturday, Sunday or Federal Holiday, the deadline is the close of
business of the next business day. The SF 255 must contain information
in suffecient detail to identify the team (prime and consultants)
proposed for the contract. Block 4 of the SF 255 shall indicate the
number of personnel proposed for the contract (not necessarily total
capacity); consultants as (A) and in-house as (B). Please specify the
address of the office in which the key person is assigned in Block 7c.
Each firm must note in Block 10 of the SF 255 the dollar amount (note
''none'' if applicable) of all Department of Defense - DoD (Army, Navy
and Air Force) contracts awarded to each firm and all affiliates during
the past 12 months (do not include consultants); include the contract
number, dollar amount of the awards and the total amount awarded;
include the percentage of the estimated subcontracting amount that
would be performed by a SB, SDB, WOSB and HBCU/MIs in the proposed
contract team, measures as a percentage of the estimated effort;
describe owned or leased equipment that will be used to perform this
contract, as well as CADD capabilities; and include a Design Quality
Control (DQC) Plan Outline. The DQC Plan Outline should include a brief
presentation of internal controls and procedures that firm uses to
insure that a quality design is produced. Include the firm's ACASS

SPECIAL NOTE: Department of Labor Wage Rates may be incorporated in the
request for proposal and any contract awarded as a result of this
announcement. Federal Information Processing (FIP) Services may be
procured within the lives of the proposed contracts. Therefore, this
acquisition is being conducted under specific agency delegation of
GSA's exclusive procurement authority for FIP resources. The specific
GSA DPA case number is KAA-53-AD0012. Personal visits for the purpose
of discussing the contracts are discouraged. This is not an RFP.
