Engineering Installation Wing has a requirement for nonpersonal
services for operation, maintenance and recurring support services of
the base telephone system at Grand Forks AFB ND. The proposed contract
is for one year with four option years. The system consists of an AT&T
System 85/G2.2, the Main Base Switch (located in Bldg 102), with R2V4
Software Release, AT&T Definity G3i, the Command Post Switch (located
in Bldg 607), with B16.6 Software Release, AT&T System 85 SOCS Switch
(located in Bldg 102), with R2V3 Software Release, and will include an
AT&T Definity G3i, the Billeting Switch (to be located in Bldg 117),
with Hospitality Package and Voice Mail, scheduled for installation in
May 1996 with warranty coverage expiring in May 1997, main
distribution frame, inside/outside cable plant, ancillary equipment,
and customer premise equipment. The BTS is equipped with 5000 lines,
(currently 97% in use) and the total number of trunks is 172. There are
both commercial and Defense Switched Network (DSN) trunks, access to
FTS 2000, hot lines, data circuits, radio circuits, key systems, and
crash nets. This acquisition is being conducted under a specific agency
delegation of GSA's exclusive procurement authority for FIP resources.
The specific GSA DPA case number is KAA-95-AD011. Foreign
participation is permitted only at the subcontractor level. Copies of
the solicitation will be provided to foreign firms only in order that
they may pursue subcontracting opportunities. All responsible domestic
offerors may submit a proposal, which shall be considered. Sources
responding to this synopsis must indicate, in writing, whether they are
large or small, disadvantaged, women-owned, and U.S. or foreign-owned.
For this acquisition, a concern will be considered small under SIC
7378 with size standard of $18,000,000.00. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

the attention of the program manager and/or the contracting officer
