solicitation issued on March 1, 1996 for Natchez Trace Parkway Project
NPS-NATR 3O11, IFB NO. DTFH71-96-B-00006. This project is being
procured for competition restricted to those 8(a) program participants
served by the U.S. Small Business Administration's district offices
in: Atlanta, GA; Birmingham, AL; Charlotte, NC; Columbia, SC; Jackson,
MS; Jacksonville, FL; Louisville, KY; Miami, FL; Nashville, TN;
Richmond, VA; and Washington, DC. Sealed bids will be accepted from all
eligible business concerns for Natchez Trace Parkway Project NPS-NATR
3O11 in Madison County, Mississippi. The project consists of
rehabilitating approximately 7.7 miles of the Natchez Trace Parkway
(Mile Post 103 to 111) and 1 mile of incidental roads, involving 2.2
miles of total reconstruction and 6.5 miles of asphalt concrete
overlay. The work includes grading, drainage, aggregate base, hot
asphalt concrete pavement, and other miscellaneous work. Principal
items of work and approximate quantities are as follows: Roadway
Excavation, 46,000 CUYD; Geotextile Moisture Barrier, 79,000 SQYD;
Aggregate Base, Grading MSHD, Class 5, Group C, 75,000 TON;
Aggregate-Topsoil Course, 9,000 TON; Hot Asphalt Concrete Pavement,
30,000 TON; Single Course Asphalt Surface Treatment (Rubber), 79,000
SQYD. The project is expected to fall within the price range of
$2,500,000 to $7,500,000 and has a construction completion date of
December 15, 1996. Plans, proposal and contract booklets, standard
specifications, and other bid documents, will be available on or after
the issuance date, from the Federal Highway Administration, Eastern
Federal Lands Highway Division, 21400 Ridgetop Circle, Sterling,

lists will be mailed first class. It is strongly recommended that all
requests for bid documents and planholder's lists be received 7
calendar days before bid opening to ensure receipt of requested
materials. Requests for 'faxing' or overnight mailing will not be
accepted. Bid opening on or about April 11, 1996, at 2:00 pm, local
time at the Office of the Division Engineer, Federal Highway
Administration, Eastern Federal Lands Highway Division, 21400 Ridgetop

Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization has bonding programs to assist minority,
women-owned and disadvantaged business enterprises in acquiring
short-term capital and bonding assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates up to $500,000 per contract to provide
accounts receivable financing. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$500,000 per contract. DOT provides an 80 percent guaranty on the bond
