The Government proposes to procure a TARTAN Production Use License (RTOBJ) Run Time Executable with unlimited distribution rights for the program lifetime in support of the Project Manager Night VIsion. A non-competitive negotiation is proposed with TARTAN, Inc., Dallas, Texas because this acquisition is confined to software and licensing agreements previously acquired by the Government from TARTAN, Inc. The solicitation will be posted on the CECOM Electronic Bulletin Borard (EBB). Proposals are due 30 days from date of issue of final solicitation.
