65 -- BROAD AGENCY ANNOUNCEMENT-ORTHOPEDIC SOL SP0200-96-1002 DUE 051996 POC Contact: POC: Maurenn Keating, Contracting Officer tele 215-737-5772/ FAX: 215-737-5555 This Broad agency announcement (BAA) is restricted to domestic who are either planned producers, or intend to become planned producers, for the medical items listed below. The Defense Personnel Support Center (DPSC) seeks the demonstration of unique and innovative concept papers regarding the availabillity of panned defense items during mobilization or contingencies for national emergency, humanitarian actions and when otherwise authorized. Specifically, the DPSC wishes to maintain and/or expand a viable industrial base with sufficient sustainment capability to meet requirements for planned producer items. Concept papers are sought for, but are not limited to, the following list of planned items: Orthopedic supplies including: Cement, Bone, surgical fixation device,externalrod, connecting9 clamp, external fixation ball joint, external fixationtractor, Bone pin trapezoidal framepin, wrist fixation, soft goods braces straps supports splints trauma products maxillary facial devices cast products stockinets blade Bone saw wax Bone sustainment is considered to be the on going resupply of materiel to forces deployed to meet mobilizaiton or contingencies for national emergency, and humanitarianactions. The objectives are to develop new strategies utilizing advanced manufacturing and inventory management techniques to improve the ability of the industrial base to respond to changes in customer demand to effectively reduce the overall COST to the Government to ensure the availability of, and access to, sufficient quantities foplanned defense items. DPSC is looking for coverage on the broadest possible range of planned items; accurate, on-line, inventory visibility of that range of items; optimal responsiveness tohigh-volume requirement for each of those items; and a minimum of up-front predelivery Governmentexpenditure. This announcement also seeks electronic solutions to achieve a paperless purchasing, inventory management and distribution process planned items in support of national defense. The sustainment program covers medidcal planned producer items and items needed for Personnel support and Military-unique medical items needed to support deployed troops. The program focuses on two Main areas: Electronic Commerce and the concept paper itself. Electronic Commerce improves the acquisition and distribution process and is aelectronic Commerce improves the acquisition and distribution process and is a combination of barcoding, universal product number (upn), and electronic data interchange (EDI). EDI is the computer or computer-to-Van transmission of business data in ANSI X12 format. In response to this Broad agency announcement, concept papers submitted will be individually evaluated based on the following criteria: 1) sustainment capability. Aplanned producer'S capability to meet Government'ssustainment requirements for the range of planneditems. Manufacturer'S ability to supply quantities to DOD which are in excess of their normal productioncaability will be evaluated. Only those firms which demonstrate capability to distribute large volumes ofmedical/surgical items in a timely manner will beconsidered. 2) financial commitment. Planned producers must demonstrate how inventories be managed to handle sustainment items. How Stock will be rotated to ensure the dating of Commercial material will be within the guidelines of commercially acceptable business practices. DOD is prepared to invest to procure Stock or components to be Held and rotated at the planned prodcuer'S facility to ensure timely delivery of quantities sufficient to meet the service' sustainment needs. Planned producers are required tomimimize DOD'S financial commitment to support increased inventory levels or contingency arrangements. Those sources Willing to make a significant financial investment will be considered more favorably than sources that require significant Government assistance 3) product range. Planned producers ability to cover a wide range of planned items will be evaluated 4) management/distribution system. Manufacturers proposing innovative approaches in the areas of stocking, asset visibility, ordering, and distribution will be favorably considered. Upon receipt and evaluation of concept papers, DPSC may decide to award contracts to those interested sources who have submitted IDEAS which appear to be strategically advantageous to DPSC. Planned producers are not competing against each other, but rather are attempting to demonstrate that their proposed approach has potential application to the DPSC corporate missionrequirement. The decision to award would be basedonthe technical merit of individual concepts (I.E., viability, compatibility with our strategic objectives, and value of expected benefits); sustainment capability; financial commitment; product range; and management/ distribution system. Concept papers may be submitted by interested sources at any time whoile the Broad agency announcement is in effect. During the effective period of this BAA, respondents may submit more than one concept paper to address alternative concepts or additional planned items not previously submitted forconsideration. Please submit the first paper 60 calendar days from the date of this announcement. After assessing the merits of concept papers received by the planned producers, participation will be restricted to those firms who, after evaluation of concept papers, present an immediate opportunity to gain experience in one or more areas of the overall program objective for purposes of enhancing, maintaining, and expanding the industrial base for mobilization or contingency purposes. Contracts may be negotiated with one or more sources capable of providing products in sustainment level quantities used during negotiations. A Long term stable business relationship with planned producers isanticipated. Therefore, a contract with a base year and 9 option years is proposed. Discussions concerning the concepts will be strictly controlled to ensure Government Personnel do not disclose information to any firm which might help improve the technical quality of their submission or provide specific details of technological approaches which have been submitted by planned producers on the same item(S). Contracts awarded to test concepts proposed under this BAA will specify measurable program objectives and contractor reporting requirements which Wil be used to monitor progress and assess the probality of Long term success of the business practices being applied. This BAA will remain open until rescinded by DPSC.
