National Park Service (NPS) is seeking a firm or an organization with
transportation and traffic engineering capabilities to provide
Architect/Engineer(A/E) services under an indefinite quantities
contract to conduct transportationplanning and traffic engineering work
at various National Park Service areas throughout the United States,
District of Columbia, Guam, Puerto Rico and the Virgin Islands. The
work will involve traffic data collection, alternative development and
analysis of transportation needs at the NPS areas. The work
willencompass traffic safety evaluations, traffic operation
improvements, parking studies, compilation and analysis of existing
traffic data and the determinationof the economic, technical and
environmental feasibility of alternative transportation modes for use
in the National Park System. Occasional design andspecification
preparation, which will be performed or approved by a
licensed/registered engineer in

contract.All work performed by the A/E shall be under the direction of
a Professional Engineer. The following professional disciplines are
required to be on the staff of the A/Eor qualifying sub-contractors
thereof: Transportation, Traffic or Highway Engineer; Certified Planner
(specializing in transportation or transit operations). The following
disciplines may be required during the course of the contract. They are
deemed to be desirable, but not mandatory, in the consideration for
contract award. Standard Form (SF) 254's for these disciplines should
be provided: specifications developer, noise analyst and environmental
assessor. The organization must have professional expertise in the
fields of transportationengineering and traffic engineering which
demonstrate the ability to develop solutions to complex transportation
problems with the appropriate degree of environmental sensitivity in
pristine areas as well as in historic areas. The project manager or
principal investigator should have demonstrated professional ability in
traffic data collection, parking studies, traffic safety studies and
analysis. Specific evaluation criteria, (includes all subcontractors
and consultants) in descending order of importance, are as follows:
(Please note that these criteriaare used in lieu of the criteria listed
in numbered Note 24.) 1. Professional qualifications and experience of
the staff and principals to be assigned to thisproject; 2. The extent
to which the firm specializes or has experience in projects similar in
nature to those proposed; 3. Past performance of similar work in
environmentally sensitive areas; 4. Past record of timeliness and
within budget performance on major projects. To receive full
consideration respondents must completely address each criteria.
Contract work will be performed under an indefinite quantities contract
and individual task orders will be issued for each project. The total
of all task orders per year will not exceed $1,000,000.00 and each task
order will not exceed$300,000.00. The A/E is guaranteed a minimum of
$50,000.00 during the life of the contract. The term of this contract
shall be one year with four one-year options. This procurement is open
to small and large businesses and in accordance with Public Law
100-656. If the apparent successful respondent is a large business,
they will be required to submit a subcontracting plan which
willseparate percentage goals for using small business concerns, small
disadvantagedbusiness concerns, women owned businesses and
subcontractors. To the fullest extent the National Park Service
welcomes the participation of woman and minorityowned and operated A/E
firms. The Government may elect to award a single task order contract
or to award multiple task order contracts for services to two or more
sources under this solicitation. The Government reserves the right to
award contracts, based on theselection board's final selection list,
in order of preference, of the firms considered most highly qualified
to perform the work. Each awardee shall be provided a fair opportunity
to be considered for task orders to be issued. The Government will use
such factors as past performance, quality of deliverables, or other
factors that the Contracting Officer, in the exercise of sound business
judgment, believes are relevant to the placement of orders. In
accordance with Public Law 100-418 and Executive Order 12770, all
Federal design work is to be performed using the metric system of
weights and measures. Design work under this contract(s) may be subject
to this requirement. The Government will not indemnify the selected
firm against liability involving hazardous or non-hazardous materials
or waste; that is, no clause holding the firm harmless will be included
in the contract(s). Only firms fully meeting the requirements described
in this announcement are invited to submit a Letter of Interest, a
completed SF 254 for each firm and a team SF 255. Submission of office
brochures is encouraged only to the extent that they graphically (via
drawings and photographs) substantiate the work specifically described
on the SF 254 and SF 255. See Note 24. The National ParkService has
adopted sustainable design as the guiding principle for park
planningand development. In practice, sustainable design utilizes best
available solutions within the design tradition of the NPS and
conserves global resources,utilizes energy efficiently, recycles
materials and waste, and specifies ecologically responsible methods,
practices, and materials in the construction of park infrastructure. In
support of the principles of conservation of resources and recycling
materials, submissions should consist of as much recyclable paper as
possible and the submission should be organized in such a manner that
the recyclable material can be easily removed after evaluation. To the
extend possible, printed/copied double-sided paper documents will be
submitted. Responses must be received by 5:00 p.m. Mountain Standard
Time, 30 calendar days from date of this publication (first workday
following a weekend or holiday) in order to be considered for
