443-1555. This acquisition is for Federal Information Processing (FIP)
resources for strategic programs, Centers/Offices, and other Food and
Drug Administration (FDA) Agency components for development,
implementation and support services for Strategic System Initiatives,
Strategic Directions, and Technical Integration. The technical and
programmatic services to be provided under this Strategic Information
Systems Technical Integration Resources (SISTIR) contract will support:
prototypes and pilots; Commercial Off-the-Shelf (COTS) evaluations;
systems development infrastructure and computing environments; and
other activities and phases in support of the systems life cycle
development process and technical integration including: Support
services for ongoing and new strategic programs including: Planning,
Requirements Analyses (including User Needs Assessment), Business
Process Re-engineering, Concept of Operations, Cost Benefit Analyses,
Technical Studies, Prototype Evaluations, Design, Development,
Integration and Test, Pilot and System Installation and Implementation
(Delivery), Documentation, Training, Maintenance and other Logistics
Support; Support services for Technical Integration including:
Incorporating or providing interfaces/access to products across program
boundaries, conducting Joint Application Design/Development (JAD)
sessions, performing joint testing of products or programs, supporting
technical interchange forums, participation on internal and external
FDA work groups, coordination of deliverables in terms of schedule and
content; purchase and use of equipment, supplies, telecommunications,
peripherals, firmware, COTS, licenses, and other software products,
teleprocessing and computer time for access to internal and external
legacy systems, databases, and other telecommunications activities. The
major components of FDAs computing environment include:

PC/UNIX; Personal Computers: DOS and Windows; Macintosh; UNIX; Database

ORACLE; Paradox; Rbase; Programming Languages: BASIC; C; COBOL;
FORTRAN; Natural: SQL Forms; SAS; SQR; DCL; C++; JCL; Network
Protocols: 3COM; Appletalk; DECNet; Pathworks; IPX; LAD; LAST; LAT;
LACV; OSI; SNA; TCP/IP; VINES; XNS; Electronic Mail: All-in-1; Banyan;
PROFS; VAXMail; WordPerfect Office It is anticipated that multiple
Indefinite Quantity/Cost Plus Fixed Fee contracts will be awarded to
provide support for a period of seven years. A preproposal conference
is planned. Details concerning the conference will be included in the
