AND WATER COMMISSION, U.S. SECTION, NOGALES INTERNATIONAL WASTEWATER
TREATMENT PLANT (NIWTP) SOL RFP 96-24 DUE 032996. Contact Mary Nichols
at (915) 534-6682. The International Boundary and Water Commission,
United States and Mexico, United States Section (USIBWC), has a
requirement for a firm-fixed price contract for full operation and
maintenance (O&M) services (non-personal) for the Nogales International
Wastewater Treatment Plant (NIWTP), located in Nogales, Santa Cruz
County, AZ. The NIWTP is an aerated lagoon secondary treatment facility
with a 15.75 MGD capacity. Approximately 70% of the wastewater flow
originates from Nogales, Sonora, Mexico and 30% from Nogales, AZ. Full
operation and maintenance services include, but are not limited to the
following: Operating staff; plant influent and effluent sampling and
laboratory testing; equipment servicing, repair, and replacement;
system monitoring and operation; data recording, management, and
reporting; vehicle fleet management and operation; housekeeping;
consumable supplies including chemicals; financial accounting/reporting
of O&M costs; and other services related to the operation and
maintenance of the NIWTP. The Contractor may also be called upon by the
USIBWC for consultation and assistance in matters related to the NIWTP,
including dealings with the City of Nogales, AZ, and with various
regulatory agencies. The contract will be awarded on a one-year base
period with four one-year option periods. Tentative dates for issuing
and receipt of proposals for RFP 96-24 are March 29, 1996 and April 29,
1996, respectively. A pre-solicitation conference will be held within
two (2) weeks after issuance of the RFP. Requests for RFP 96-24 must be
submitted in writing by March 29, 1996, to the International Boundary
and Water Commission, United States and Mexico, United States Section,
Attn: Mary Nichols, 4171 N. Mesa, Ste C-310, El Paso, TX 79902-1441.
Limited copies will be available after that date and will be issued on
a first-come, first-serve basis. Requests must include business name,
point of contact, address, telephone number (include area code), and
RFP number. Award of any resultant contract is subject to funds
